The Ministry of Labor proposes to approve a standard for state services for providing prosthetic and orthopedic products to citizens without disabilities.

The Ministry of Labor, Social Protection, and Migration has initiated a draft order that approves a new standard for the state service of producing and providing prosthetic and orthopedic products for needy citizens who do not have a disability group and have received a referral from a doctor.

The purpose of this document is to close legal gaps and update the state service standard in accordance with current legislation.

The Ministry proposes a paid service for the manufacture and provision of prosthetic and orthopedic products beyond the established list based on medical referrals. Such products are sought by temporarily incapacitated citizens who are in rehabilitation after injuries or surgeries, as well as pregnant women with pathologies and complications after childbirth, tuberculosis patients, and individuals with disabilities who require orthopedic footwear beyond the established norm.

Citizens without a disability group who have a medical referral, as well as foreigners and stateless persons, can receive prosthetic and orthopedic products on a paid basis, paying the full cost of the service.

As part of this draft order, an updated standard for state services will be approved. In this regard, the document known as the state service passport under number 12 loses its validity in the part "Section II. In the social sphere," according to the state service standards approved by the Ministry of Labor order dated October 23, 2025, No. 291.

12. State Service Passport
1Name of the state serviceManufacture and provision of prosthetic and orthopedic products for citizens without a disability group based on a doctor's referral - Chapter 3, Clause 9 of the Unified Register of State Services.
2Full name of the state body (institution) providing the state serviceThe state body responsible for labor, social protection, and migration policy (hereinafter referred to as the authorized body). The republican institution for prosthetic and orthopedic products of the authorized body in the field of labor, social protection, and migration (RUPP).
3Consumers of the state serviceIndividuals requiring prosthetic and orthopedic products, without a disability group, but with a medical referral.
4Legal grounds for receiving the state serviceThe Constitution of the Kyrgyz Republic; Law on the Rights and Guarantees of Persons with Disabilities; Ministry of Labor Order "On Approval of the Regulation on the Procedure for Providing the Population of Kyrgyzstan with Prosthetic and Orthopedic Products" dated April 7, 2025, No. 76.
5Final result of the provided state serviceIssuance of prosthetic and orthopedic products (prostheses for arms and legs, orthopedic footwear, bandages, corsets, splints, reclinators, orthopedic insoles, Vilensky and Tsito splints, canes, and crutches).
6Conditions for providing the state serviceThe service is provided in premises that meet sanitary standards, ensuring unobstructed access for citizens, including sanitary conditions (toilets, washbasins), as well as ramps and handrails for people with disabilities. Service is provided on a first-come, first-served basis, with waiting areas and necessary amenities. Beneficiary categories are served out of turn, and an employee comes down to them to accept the application. Information about the required documents and sample applications is posted in accessible places.
7Timeframe for providing the state serviceWaiting in line and submitting an application should not exceed 30 minutes, and consideration should take 10 minutes. Manufacturing times: prosthetic and orthopedic products - up to 30 working days; corsets and bandages - up to 10 working days; when manufacturing from casts - up to 35 working days; additional fitting - up to 15 working days. Issuance of results takes up to 15 minutes. The total time for providing the service is no more than 35 working days.
Informing consumers of the state service
8Information about the state service and the body responsible for standardizationInformation about the state service is available: - at the public reception of the authorized body; - on the website www.mlsp.kg; - upon personal appeal to the authorized body and RUPP; - on information boards, brochures, and booklets. Information is provided in the state and official languages.
9Methods of disseminating information about the state serviceInformation is disseminated through: - mass media (newspapers, radio, television); - on the website of the authorized body; - information boards and brochures; - personal appeals and telephone contacts; - public reception. Addresses, phone numbers, and working hours are posted on the boards and websites of the authorized body and RUPP.
Service provision and delivery of the state service
10Communication with visitorsIn the authorized body and its subdivisions, information signs are placed on the doors of the offices of employees responsible for providing the service. All employees have badges indicating their data. In communication with citizens, employees should be polite, correct, and patient, strive to understand the essence of the question and justify their decisions. Employees must comply with job descriptions and ethical standards that exclude conflicts of interest. For persons with special needs, communication should be accessible and understandable.
11Methods of ensuring confidentialityInformation about the consumer and the service is provided only within the framework established by the legislation of the Kyrgyz Republic.
12List of necessary documents and actions required from the consumerTo receive the service, the applicant must provide: - a doctor's referral; - passport; - pension certificate; - birth certificate (for children under 16 years); - a certificate from the place of work (for those employed wishing to receive a second prosthesis).
13Cost of the paid state serviceThe service is provided on a paid basis. Prices are set by the order of the leadership of the authorized body. Information about the cost is posted on information boards and official websites.
14Quality parameters of the state serviceThe quality of the service is assessed based on the criteria: - accuracy and adherence to deadlines; - prevention of discrimination; - accessibility of documents; - compliance of conditions with standards; - politeness and correctness of employees; - compliance of the final result with expectations; - availability of a complaint and suggestion book.
15Provision of the state service in electronic formatThe service is provided with direct contact with the consumer, but the "Questions and Answers" section is available in electronic format on the website of the authorized body.
Grounds for refusal to provide the state service and the procedure for appealing
16Refusal to provide the state serviceRefusal to provide the service is possible in cases of: - non-compliance of the applicant with established requirements; - failure to provide necessary documents.
17Procedure for appealingIn the case of improper provision of the service, the consumer can submit a complaint orally or in writing to the leadership of the authorized body and RUPP. A written complaint must contain personal data and the essence of the claim. Complaints are registered within one working day and considered in the established manner. A response to a written appeal must be provided within 14 working days. If the decision does not satisfy the applicant, they have the right to appeal it in court.
18Frequency of review of the state service standardThe state service standard is subject to regular review at least once every three years.
