Sadyr Japarov signed a decree on urgent measures to improve the efficiency of vehicle technical inspection organization

President Sadyr Japarov issued decree No. 388 regarding "Urgent Measures to Improve the Efficiency of Vehicle Technical Inspection."
According to the new decree, from January 1 to December 31, 2026, temporary legal regulation will be introduced aimed at ensuring price stability and improving the quality of services related to vehicle technical inspections and the issuance of certificates of safety for their design. The state enterprise "Technical Purpose Center of the Main Department for Ensuring Road Safety of the Ministry of Internal Affairs of the Kyrgyz Republic" has been appointed as the state operator in this area, responsible for the centralization and development of the traffic safety control system.

This decision was made to enhance road safety and establish a reliable system of state control over vehicle technical inspections, as well as to achieve price stability and improve the quality of services provided to the population.

Accreditation certificates previously issued by the Kyrgyz Accreditation Center under the Ministry of Economy and Commerce to laboratories and control bodies for conducting technical inspections and issuing certificates of design safety will remain valid until July 1, 2026.

Within the framework of the temporary legal regulation, the Kyrgyz Accreditation Center under the Ministry of Economy has been instructed to suspend the issuance of new accreditation certificates and the extension of existing ones for the specified control bodies and laboratories.

The Ministry of Internal Affairs has been assigned the following tasks:

1) to monitor the implementation of the pilot regime of temporary legal regulation until July 1, 2026;
2) to submit relevant proposals to the Presidential Administration based on the results of the pilot regime by September 1, 2026;
3) to organize the opening of points for vehicle technical inspections and the issuance of certificates of design safety in accordance with current standards;
4) to ensure that these points are equipped with modern diagnostic equipment and to prepare qualified specialists;
5) together with the Ministry of Finance and other interested bodies, to determine the sources of financing for the necessary activities;
6) together with the authorized representatives of the President of the Kyrgyz Republic in the regions and the mayors of Bishkek and Osh, to resolve the issue of allocating land plots for the construction of technical inspection points.

The decree comes into force upon its official publication.
