The Ministry of Labor is preparing a new unified institution for prosthetics and rehabilitation

The Ministry of Labor, Social Security, and Migration has presented a draft resolution for public discussion regarding the reorganization of certain state institutions in the social sphere.

The justification for this project states that its main goal is to optimize state management and reduce bureaucratic barriers, as well as simplify procedures.

The project emerged as a result of the work of the Interdepartmental Commission, which monitors the implementation of the Decree of the President of the Kyrgyz Republic dated March 10, 2025, No. 83. This decree aims to enhance the efficiency and simplify the state service system. As part of the new document, the reorganization of the Republican Institution of Prosthetic and Orthopedic Products (RIPOP) and the Rehabilitation Center for People with Disabilities is proposed.

According to plans, the Rehabilitation Center will be merged with RIPOP, leading to the creation of a new republican institution engaged in prosthetics and rehabilitation for people with disabilities under the auspices of the Ministry of Labor, Social Security, and Migration of the Kyrgyz Republic. During the reorganization, the transfer of personnel, financial resources, and material and technical resources will take place.

Currently, RIPOP has 159 staff positions, while the Rehabilitation Center has 46.5. During the reorganization, it is planned to eliminate duplicative administrative positions at the Center, such as director, chief accountant, head of maintenance, as well as electrician and plumber (0.5 positions each). Meanwhile, the remaining staff will be retained, as the profiles of the institutions will remain the same.

The project also proposes the introduction of new management positions, such as the first deputy director - chief engineer, deputy director for production and rehabilitation activities, as well as the chief physician responsible for restorative and rehabilitation services with the possibility of hospitalization.

After the merger, the total staffing schedule of the new institution will consist of 201.5 positions. It should be noted that both institutions are already located in the same administrative building, and utility expenses are currently paid by RIPOP.

The total payroll fund, taking into account salary increases for technical and junior service staff, amounts to 2,631,341 soms. After the reduction of four positions, it will decrease to 2,598,394 soms, resulting in savings of 32,947 soms.

Additionally, the project proposes to abolish a number of government resolutions and acts that approved the provisions and charters of individual institutions and commissions in the system of medical and social expertise and rehabilitation.

The Ministry of Labor also noted that to eliminate possible legal gaps, a draft departmental order is being developed in parallel, which will contain the provisions and charters of the ministry's state institutions. This document is currently being finalized taking into account suggestions and comments from interested state bodies.
