The Ministry noted that increasing the amount to 150,000 soms contributed to more active participation of families in the program, improving their financial situation and enhancing competitiveness in various business sectors. It also helped attract labor and property resources to socially beneficial projects and expand the areas of small entrepreneurship.
As a result of the implementation of the social contract, 13,964 new jobs were created in 2025, of which 90% were occupied by women, mainly living in rural areas. Program participants are engaged in business in the following areas:
- agriculture — 77.7%,
- services — 8.9%,
- manufacturing — 7.3%,
- trade — 6.1%.
To support entrepreneurial initiatives, participants in the social contract can receive interest-free loans of up to 200,000 soms for a period of up to three years, according to their business plans. In 2025, 1,101 participants took advantage of this opportunity to develop their business areas.
Additionally, the Ministry of Labor reported the creation of 10,716 jobs as part of the organization of paid public works aimed at improving social infrastructure, as well as 711 new jobs in the field of personal assistant services.
