Sadyr Japarov explained why old driver's licenses are being replaced with new ones

In Kyrgyzstan, cases of document forgery have been recorded, which has negatively affected the country's image.



In an interview with the Kabar agency, President Sadyr Japarov addressed the issue of replacing driver's licenses in Kyrgyzstan.


According to him, this measure has long been overdue and has become necessary.


"For almost three decades, the issue of driver's licenses has remained unaddressed. Our old passports, ID cards, and driver's licenses were issued abroad," the head of state noted.


He added that the security features of these documents were of insufficient quality. Since 2022, all state documents have begun to be produced at the "Uchkun" enterprise, which has improved their quality.


Now, the country produces technical passports, driver's licenses, and state license plates that meet the highest standards.


The president also pointed out cases where migrants and representatives of other nationalities forged and sold old driver's licenses and ID passports. In Russia, fake documents are still being used, which has led to the detention of terrorists with counterfeit Kyrgyz passports. This has caused serious damage to Kyrgyzstan's international image.


Japarov assured that such incidents will not happen again, and the concept of "fake passport" will be completely eradicated.


According to him, the free replacement of all old driver's licenses with new ones will eliminate the possibility of using forgeries both within the country and abroad.


The president stated that even now there are cases where citizens buy fake licenses in Russia and, upon returning home, use them to drive cars.


In this regard, a nationwide inventory of all driver's licenses and official documents is being conducted.


The main goal of these actions is to identify illegal documents, streamline the process, and ensure the safety of citizens while maintaining the international authority of the state.


For this reason, a decision has been made to replace all old-style driver's licenses with new ones. Japarov emphasized that the new documents have a high level of protection, making forgery almost impossible, and urged citizens to exchange their old licenses.


When asked about the difference in the validity periods of indefinite licenses, Japarov replied that both old ID cards and driver's licenses are subject to replacement. Citizens planning to travel abroad or move within the country must update their documents.


Some licenses are so worn out that they are unreadable, which is why even indefinite licenses are subject to complete replacement. The replacement service is available daily from 8:30 AM to 11:00 PM.


Previously, a medical certificate No. 083 was required for the replacement of indefinite licenses. To simplify the process, a procedure for replacement without this certificate has been introduced; it is only necessary for those obtaining a license for the first time, the president explained.


Due to the increase in the number of visitors, there have been disruptions in the operation of the state portal "Tunduk."


Japarov noted that the previous authorities only spoke formally about digitalization but did not pay it due attention. Funding was not provided, and the servers were weak.


Due to the lack of investment in the modernization of the server infrastructure, 122.5 million soms have been allocated from the Presidential Fund for its upgrade.


Currently, the OJSC "Tunduk" is looking for equipment suppliers, and 9.5 million soms have been allocated from the republican budget for the first stage of modernization. This will significantly increase the system's capabilities.


The disruptions in the portal's operation were caused by a sharp increase in the number of users, which created excessive load on the server that it could not handle. Work to resolve this issue is ongoing," the president added.
