The President provided clarifications regarding the replacement of driver's licenses

For nearly three decades, the issue of driver's licenses has not been raised. Until recently, old passports and ID cards, including driver's licenses, were produced outside the country.

Moreover, their protective features left much to be desired. Since last year, the production of all state documents has begun at the "Uchkyn" enterprise.

Now, the documents being issued include technical passports, driver's licenses, and state license plates. Their quality meets the highest standards.

Previously, there were cases of forgery of old licenses and ID passports, which negatively affected the reputation of Kyrgyzstan. In Russia, counterfeit versions of our driver's licenses are still encountered.

There have also been registered cases of terrorists being detained with counterfeit Kyrgyz passports.

All of this has caused serious damage to the international image of the country.

The new system is designed to eliminate this problem. Counterfeit licenses should become a thing of the past.

For this reason, we have initiated the process of replacement. By providing the opportunity to exchange old licenses for new ones for free, we will eliminate the possibility of using forgeries both within the country and abroad.

Unfortunately, among our citizens, there are still cases of purchasing counterfeit driver's licenses in Russia, after which they return to Kyrgyzstan with these documents.

In this regard, a nationwide inventory of all driver's licenses and other official documents is being conducted.

The main goal of these measures is to identify illegal documents, streamline the process, ensure the safety of citizens, and maintain the international authority of the state.

In this connection, it was decided to replace all old driver's licenses with new ones.

It should be noted that the new documents have a high level of protection and cannot be forged. Therefore, citizens are strongly advised to exchange old licenses for new ones.

- The issue of the validity of driver's licenses raises many questions. Some are indefinite, however, in "Tunduk," the validity expires in 2027, while others expire in 2028. What actions should be taken in this case?

- Let me explain. For the reasons mentioned above, both old ID cards and driver's licenses are being replaced.

If citizens plan to travel abroad or anticipate frequent trips within Kyrgyzstan, they need to replace their licenses with new ones.

Some documents are so worn that the name is unreadable, and the photograph is unrecognizable. Therefore, even indefinite licenses are subject to replacement.

The document replacement service is available without breaks or weekends, from 8:30 AM to 11:00 PM.

Previously, a medical certificate No. 083 was required to replace indefinite licenses. Now, to simplify the process, citizens with indefinite licenses can exchange them without a medical certificate.

A medical certificate is only required when obtaining a driver's license for the first time.

- For the convenience of citizens, there is also an option to replace licenses through the "Tunduk" portal. However, recently there have been disruptions in the portal's operation. Why did this happen?

- Let me explain the situation with "Tunduk." Previously, the authorities only declared digitalization, but in practice, this direction was not given due attention. Funding was insufficient, and the servers were weak.

Due to the lack of capital investments in the modernization of the server infrastructure of "Tunduk," 122.5 million soms were allocated from the Presidential Fund to improve the platform.

Currently, OJSC "Tunduk" is looking for suppliers of the necessary equipment. Additionally, for the first stage of modernization, 9.5 million soms have been allocated from the republican budget.

This will significantly increase the capabilities of the system.

Recent disruptions in the operation of the "Tunduk" portal occurred due to a sharp increase in the number of citizens logged in simultaneously, which created a high load on the server.

Work is ongoing to resolve this issue.

Therefore, all citizens are recommended to completely replace old ID passports and driver's licenses with new ones.

In the future, there should be no doubts about who is a citizen of Kyrgyzstan.

There should be no gray areas or misunderstandings in our country.
