According to data published in the State Register of Judicial Acts, during the investigative actions related to Article 336 Part 1 ("Corruption"), it was established that K.A.E., who works as a leading specialist in the Chuy-Bishkek Department of Chemicalization, Plant Protection, and Quarantine of the Ministry of Agriculture, abused his official position. He entered into a criminal conspiracy with representatives of the Border Service of the State National Security Committee (GKNB), the Department of Weight and Dimension Control of the Ministry of Transport, and the Veterinary and Phytosanitary Supervision Service, as well as with citizens E.T., K.T., and K.Sh.
The investigation found that the participants in this criminal scheme organized the receipt of illegal monetary rewards from drivers of heavy trucks. The drivers paid for unhindered passage through the "Chaldovar" checkpoint and for the issuance of counterfeit phytosanitary documents without mandatory inspections. To legalize their actions, fictitious companies "Radiant" and "TD Jorgo," registered by accomplices, were used to issue fake accompanying documents and conceal tax payments.
A.K. is accused of committing a serious corruption crime, and the investigation considers it necessary to detain him to prevent possible pressure on witnesses and hinder the investigation. In this regard, the investigating judge of the October District Court of Bishkek ordered the arrest of K.A.E. during the investigation.
On October 24, 2025, the Bishkek City Court upheld this decision, rejecting the appeal filed by the lawyer. This ruling is not subject to appeal.
According to GKNB information, the investigative authorities have identified a stable corruption scheme involving officials from regulatory bodies, including employees of the State Tax Service, military personnel from the Border Service, and workers from the State Inspection for Veterinary and Phytosanitary Safety.
At the "Chaldovar - road" checkpoint, officials from the tax and border services, together with so-called "pushers," created a scheme for the illegal import of goods from EAEU countries.
Counterfeit goods accompanying documents with distorted data on the quantity and value of goods were used for import.
A criminal case has been initiated on the signs of a crime under Article 336 of the Criminal Code ("Corruption"). According to GKNB data, individuals from Kyrgyzstan — J.N.T., Sh. uulu K. Deputy Prime Minister and head of GKNB Kamchybek Tashiev held a meeting on September 24 dedicated to the fight against corruption.
The meeting focused on facts of abuse of official powers and bribery at the "Chaldovar - road" checkpoint, located on the border of Kyrgyzstan and Kazakhstan.
Among the participants of the meeting were the Deputy Prime Minister, Minister of Water Resources, Agriculture, and Food Processing Bakyt Torobaev, Director of the Border Service and First Deputy Chairman of GKNB, Major General Abdykarim Alimbaev, Minister of Transport and Communications Abasattar Syrgabaev, Chairman of the State Tax Service Almambet Shykmamatov, as well as heads of GKNB departments.
The head of GKNB stated that despite the government's efforts to combat corruption, the problem remains relevant. He reminded about the tightening of criminal liability for corrupt actions that came into effect on January 21, 2025. "Our fight against corruption requires more decisive measures. We have said this repeatedly, but some public servants, especially from the Border Service, continue to use corrupt schemes in their work. We cannot remain inactive," he noted.
The chairman of GKNB also announced the intention to arrest all public servants involved in corruption at the "Chaldovar - road" checkpoint. "As a result of operational and investigative activities conducted over the past two to three months, all schemes and amounts of bribes have been identified. The investigation will continue, and we will act within the law against all involved," he added.
As a result of operational activities, a new corruption scheme related to the "Chaldovar - road" checkpoint was uncovered. "During the investigation, it was established that officials from the Tax Service, Border Service, Ministry of Transport, and Ministry of Agriculture, together with so-called 'pushers,' created a scheme for the illegal import and smuggling of goods from EAEU countries," emphasized the head of GKNB.
The head of GKNB reported that as a result of investigative and operational activities, individuals involved in corruption schemes were identified. Among those detained were citizens of Kyrgyzstan Zhekshenov Nurkamil Talantovich, Shamil uulu Kudayberdi (a deputy of the ayil council in Chaldovar), Tunteev Kanat Esenkulovich, and a citizen of Uzbekistan Tulashov Elyarbek Nematelovich. They registered companies that were used for the illegal import of goods from EAEU countries with counterfeit documents and systematic bribery.
This scheme involved the actions of "pushers," who charged cargo owners between $1,500 to $2,000 for each unit of heavy transport to import goods under counterfeit documents. The amount of bribes among officials ranged from 5,000 to 7,000 soms. As a result of the scheme's operation, the republic's budget suffered multi-billion losses. Similar information is also coming from other checkpoints, such as "Ak-Zhol - road" and "Ak-Tilek - road." This indicates a lack of control from the leadership of these state institutions and weak efforts to prevent corruption risks.
According to the register of legal entities of the Ministry of Justice, the founder and head of LLC "TD Jorgo" is Gruntin Vyacheslav Vasilyevich, while LLC "Radiant" is headed by Shamil uulu Kudayberdi.
The head of GKNB instructed to check every employee at the "Chaldovar" checkpoint. "It is necessary to check their living conditions, work experience, as well as vehicles. All property must be confiscated," he noted, emphasizing that strict measures will be applied to corrupt officials.
Tashiev also stated that all those involved in corruption will be detained today. "We cannot allow them to evade justice. Do not rely on chance. If you cooperate with the investigation, you may receive a reduction in punishment," he added.
