When the GKNB sealed the warehouses of the company "Frezia," while the owner was in a pre-trial detention center, all the security was dismissed and goods worth 141 million soms were taken away — charges were also brought against a citizen of China.

The judicial panel of the Chui Regional Court has decided to overturn the sentence previously issued against a citizen of China.

This citizen was involved in a criminal case concerning a large theft of goods from the warehouses of the company "Frezia," located in the Panfilov District of the Chui Region.

Turmush previously reported that two local residents received 8 years of imprisonment in the case of the theft of products from the "Frezia" warehouses. In that case, the court also ordered the convicted individuals to jointly compensate the material damage amounting to 141 million 403 thousand 777 soms and 92 tyiyns to the victim — citizen of China C.L.

According to the case materials available in the State Register of Judicial Acts, T.J. was accused of secretly stealing someone else's property as part of a group acting in collusion, with illegal entry onto the premises of the "Frezia" warehouses from December 25, 2020, to June 2021. In December 2020, he conspired with Kyrgyz nationals B.A. and J.N. to plan the theft of the company's property, whose sole founder is C.L. The accused learned about the goods they intended to steal while being in the same cell with C.L. from 2018 to 2020.

On December 20, 2020, the accused, posing as representatives of C.L., claimed they would manage the "Frezia" LLC and, without funds to pay the security personnel, dismissed all security staff and the director A.B.

According to the investigation data, from December 25, 2020, until early June 2021, having access to the "Frezia" premises, they secretly entered the sealed warehouse facilities and stole 552,437 pairs of shoes, with each pair valued at 234 soms and 72 tyiyns. Additionally, 49,999 pairs of shoes with a similar market value were stolen from other sealed warehouses. The stolen goods were sold in the markets of Kyrgyzstan, causing significant material damage to C.L.

By the verdict of the Panfilov District Court dated May 21, 2025, T.J. was found guilty under articles 40, 41, and 205 of the Criminal Code, receiving a sentence of 5 years in prison with confiscation of property. The court also ordered his expulsion from Kyrgyzstan after serving the sentence. The term of imprisonment will start from January 27, 2024, with the time spent in custody before the verdict comes into legal force counted as one day for two days of the sentence.



In the appeal filed with the Chui Regional Court, the representative of the victim requested to change the verdict and impose the maximum penalty, as well as to recover damages from T.J.

The victim believes that the court did not take into account the severity of the crime and the motives of the accused's actions, as well as the personality of the offender and the amount of damage.

The prosecutor of the Panfilov District also requested in his submission to change the verdict, tightening the punishment and recovering damages in favor of the victim.

He pointed out the failure to consider the severity of the crime and the high degree of public danger of T.J.'s actions, who had no mitigating circumstances.

The defendant's lawyer, in his appeal, requested to overturn the verdict, citing deficiencies in the judicial proceedings and the absence of a crime in T.J.'s actions.

According to the defendant's testimony, he completely denied the accusations, claiming that he had a friendly relationship with C.L. and did not participate in the theft.

The victim C.L. founded the "Frezia" LLC, and after his release from prison in 2023, discovered that his goods had been stolen.

After reviewing the case materials, the judicial panel of the Chui Regional Court decided on July 30, 2025, to overturn the verdict of the Panfilov District Court dated May 21, 2025, regarding T.J. and send the case for a new judicial review.

The appeals of the victim's representative, the prosecutor, and the lawyer were left unsatisfied, and the preventive measure against T.J. remained unchanged.

According to the Ministry of Justice, the head of "Frezia" LLC is Sariev Ernis Osmonkulovich, and the founder is Cao Liguo.

The company was registered on July 5, 2012, and underwent re-registration on September 29, 2016, with its main activity being the production of knitted hosiery products.

In April 2018, the GKNB reported the detention of the heads of the companies "Target Company" and "Tian-Shan-Kainy" in a case concerning the reimbursement of VAT amounting to 290 million soms.

According to the press service, on April 11, 2018, searches were conducted in the mentioned companies, which received over 290 million soms from the budget through VAT refunds and reimbursements.



During the investigation, accounting documents, counterfeit tax forms, large amounts of cash, and counterfeit sports goods imported into Kyrgyzstan illegally were seized.

The First May District Court of Bishkek chose a preventive measure in the form of detention for the heads of the companies C.L. and L.H.
