The Audit Chamber Revealed Serious Violations in the Ministry of Culture

During the audit conducted by the Accounts Chamber, significant violations were identified in the Ministry of Culture, Information and Tourism of the Kyrgyz Republic, as well as in its subordinate organizations. The audit covered the period from January 1 to December 31, 2024.

As a result of the audit, it became clear that internal control over compliance with financial discipline was insufficiently effective. This led to numerous discrepancies with legislative requirements and established processes in various areas.

In particular, serious problems were found in the areas of payroll, organization of public procurement, and accounting of material assets.

Additionally, during the public procurement process and contract signing, procedural violations occurred. For example, instances of advance payments exceeding 10 percent were identified, as well as procurements conducted without the necessary monitoring.

Furthermore, the audit revealed financial and procedural violations related to labor costs, the use of budget funds for official travel, as well as accounting and financial reporting. In some cases, there was also unjustified inflation of the cost or volumes of construction and installation works.

The results of the audit were discussed at a meeting of the Accounts Chamber Council, where recommendations were developed and directives were prepared aimed at improving financial discipline, addressing identified deficiencies, and ensuring effective use of budget funds.
