The Accounts Chamber reviewed the results of the compliance audit conducted at the Ministry of Emergency Situations.

The Accounts Chamber conducted an analysis of the budget compliance of the Ministry of Emergency Situations and its structures for the years 2023-2024.

During the audit, as noted by the Accounts Chamber, various problems were identified concerning the use of budget funds, project implementation, as well as legal and property issues.

The audit revealed financial violations amounting to 210.8 million soms, of which 156.8 million soms are subject to recovery, while 66 million soms were reimbursed during the audit activities.

It was found that the Ministry of Emergency Situations formed and used a separate estimate for centralized activities, which, according to the audit results, does not comply with current legislation and established budget planning rules. It was also established that the allocations specified in the estimate were later approved for departmental organizations, as reported by the Accounts Chamber.

According to the data from the Accounts Chamber, in the hydrometeorological service, out of 157 registered land plots, 21 plots do not have state acts. In this regard, the Accounts Chamber recommends improving the process of clarifying and formalizing title documents.

In the forestry sector, expenses and losses were not reimbursed in a timely manner. The amount of 96.1 million soms for the lease of land plots has not yet been received in the republican budget. This situation indicates the need for improved management and control in the forestry sector, noted the Accounts Chamber.

As for the ERIC project (on increasing resilience to natural disaster risks), the approved budget for 2023 was utilized by only 13.7%. For some components of the project, the contract with the contractor was terminated prematurely, which delayed the start of school construction.

The completion of the COVID-19 operational project was delayed by almost two years and was only completed in October 2024. Some funds were directed to activities not directly related to the goals of operational response. However, capital repairs were still aimed at improving the material and technical base of healthcare institutions, informs the Accounts Chamber.

In four subordinate structures of the Ministry of Emergency Situations, over 1.9 billion soms of capital investments were used in 2023-2024. The audit revealed characteristic violations amounting to 6.8 million soms, as noted in the report.

The Accounts Chamber proposed a number of recommendations to improve budget discipline, enhance project management, and strengthen internal control mechanisms within the ministry's system.
