Japan provided a grant of 6.4 million yen (approximately 1.1467 billion soms), which was intended solely for the purchase of agricultural machinery and equipment. The funds were transferred to a special savings account of the Ministry of Finance at the National Bank, and their use required the consent of the Japanese side.
Major Violations
The Audit Chamber noted that the grant funds are not being used for their intended purpose: they were supposed to be used to finance farmers for the purchase of tractors, combines, and spare parts.
As of January 1, 2024, the total debt amounted to 405.5 million soms, with only 13.4 million soms repaid over the entire year.
As of December 31, the outstanding debt was 392.1 million soms, of which 97.9% (383.8 million soms) is overdue.

Recommendations of the Audit Chamber
It is necessary to expedite the process of enforced collection, strengthen control over the use of grant funds, and prohibit their expenditure without prior consent from Japan.
