The audit revealed cases of unjustified payments, inflated costs of construction works, and violations in public procurement.



The Accounts Chamber of the Kyrgyz Republic conducted an audit of budget execution in the Ministry of Culture, Information, and Tourism, as well as in its subordinate institutions for the period from January 1 to December 31, 2024.


As a result of the audit, it became clear that the level of internal control over financial discipline was insufficient. This led to numerous discrepancies with legislative requirements and established procedures.




In particular, significant violations were found in the areas of labor payment, public procurement, and accounting of material assets.


Procedural violations were also identified in the public procurement process and contract signing. In particular, cases of advance payments exceeding 10% and procurements conducted without proper monitoring were recorded.




The audit also uncovered financial and procedural violations related to labor payment expenses, funds allocated for business trips, use of state property, as well as accounting and financial reporting. In some cases, there was unjustified inflation of the cost or volume of construction works.




The results of the audit were discussed at a meeting of the Accounts Chamber Council. As a result of the review, recommendations and directives were given aimed at improving financial discipline, eliminating identified violations and deficiencies, as well as ensuring the effective use of budgetary funds.
