The ceremony, taking place on December 12, is timed to coincide with the International Day of Neutrality and is an annual official event attended by the head of Turkmenistan. It marks the legal status of the country's permanent neutrality. This year, the event is attended by presidents, heads of governments, and leaders of international organizations as part of the forum "Peace and Trust: Unity of Goals in the Interest of a Sustainable Future."
After the flower-laying ceremony, the delegations headed to the forum dedicated to the International Year of Peace and Trust, as well as the 30th anniversary of Turkmenistan's permanent neutrality.
After the greeting ceremony and group photo, the forum participants moved to the hall for further discussions.

For reference, the forum includes the presidents of Armenia, Iraq, Iran, Kazakhstan, Pakistan, Russia, Tajikistan, Turkey, Turkmenistan, São Tomé and Príncipe, Uzbekistan, as well as heads of governments and representatives of international organizations.
