The Cabinet did not support the introduction of the title "People's Teacher of the KR"

A negative conclusion on the bill initiated by the deputy of the Jogorku Kenesh, Toktobubu Ashymbaeva, was provided by the head of the Cabinet of Ministers, Adylbek Kasymaliev. The corresponding order is dated February 23, 2026, and has the number 124.

The deputy proposed to create an honorary title "People's Teacher of the Kyrgyz Republic" and add it to the list of first-category titles.

The Cabinet noted several shortcomings in this initiative. Firstly, first-category titles, such as "People's Artist," "People's Writer," "People's Poet," and "People's Painter," are awarded for achievements in creative fields of national significance. Meanwhile, professions in the fields of education, healthcare, and construction are usually covered by second-category titles. In the field of education, there are already titles such as "Honored Teacher" and "Honored Worker of Education."

Secondly, the bill lacks clear criteria for awarding the new title, and there is no delineation of its application compared to the already existing title "Honored Teacher." Thirdly, the justification for the bill does not provide financial and economic calculations or data on possible sources of funding, which is mandatory for such initiatives.

The Cabinet also noted that the Jogorku Kenesh is currently considering a new version of the law on state awards and honorary titles, which makes the adoption of this bill impractical.
