The Ministry of Agriculture has been designated responsible for bringing 35,000 hectares of inefficient pastures into agricultural circulation. This initiative is included in the government's action program.

The planned development will begin in the first quarter of 2026 and will last until the fourth quarter of 2030.

As part of this program, the creation of fruit plantations is planned for 10,000 hectares.

The process of developing low-productive pastures will be carried out through the organization of fruit plantations and the development of agricultural production.

According to the assessment by the International Fund for Agricultural Development (IFAD), the total area of pastures in the country is 9.15 million hectares. The fund notes that the mountainous terrain requires herders to seasonally move livestock between low-mountain winter pastures, which are used during heavy snowfall, and high-mountain summer pastures, where rich and nutritious grass contributes to the health and productivity of animals. IFAD also reports that over 4.5 million hectares, which constitutes half of all pasture lands in the country, are in a state of degradation. One of the main reasons for the deterioration of pasture conditions, as stated in one of the fund's reports, is overgrazing. Additionally, the situation is influenced by a temperature increase of 2-3°C, an increase in precipitation of 12-18%, and 7-10 mudflows per year.
