The Housing Committee approved in the first reading a loan of $31.79 million for the health of people, animals, and ecosystems.

The Committee on International Affairs, Defense, Security, and Migration held its meeting on January 26, during which a bill regarding the ratification of the Financing Agreement and Grant Agreement was discussed and approved. This project, titled "Phase 1 for the Kyrgyz Republic" under the "One Health" Program, aims to prevent pandemics, ensure the resilience of food systems, and preserve the health of ecosystems in Central Asia. The agreements were signed on July 11, 2025, in Bishkek between the Kyrgyz Republic and the International Development Association/International Bank for Reconstruction and Development, which acts as the administrator of the Trust Fund for Pandemic Prevention, Preparedness, and Response.

Information was presented by Deputy Minister of Water Resources, Agriculture, and Food Processing Zhanibek Kerimaliev. He reported that within the framework of this project, $31.79 million will be allocated to improve the health of people and animals, as well as to protect the environment in the country. The first phase includes three key components aimed at establishing and strengthening the core capacity of the system in calm times and supporting critical detection and response functions in emergencies as part of the implementation of the Regional Program Concept "One Health." This underscores the importance of a comprehensive approach to addressing global health issues.

Of the total funding of $31.79 million, the following resources are allocated:
- Loan – $30 million;
- Grant – $1.79 million;
- Loan term – 50 years;
- Grace period – 10 years;
- Interest rate – 0%.
