The aim of the new document is to create a legal framework that promotes the development of the seed production industry. It is focused on:
- improving the seed production system, increasing the production of certified seeds, as well as providing agricultural enterprises with quality seeds and planting materials.
The Ministry of Agriculture emphasizes that a well-structured seed production system is necessary to obtain quality varieties of agricultural crops.
According to the justification for the project, the existing legislative framework in the field of seed production requires significant changes to meet the conditions of a market economy.
The law "On Seeds," which came into force on June 19, 1997, is outdated and does not fully meet modern requirements for improving seed quality control and stimulating the work of seed production enterprises.
The Ministry hopes that the new draft law will allow agricultural producers in the country to purchase certified varietal planting materials from local seed producers for fruit and berry crops.
In Kyrgyzstan, there are 86 seed production enterprises, including 1 joint-stock company, 46 agricultural cooperatives, 7 state enterprises, and 32 farms.
Each year, seed production enterprises sow seeds of agricultural crops on areas ranging from 9,500 to 10,000 hectares, producing between 7,000 to 7,400 tons of wheat, 7,800-8,000 tons of barley, 21-23 tons of rice, 3.5-4 tons of safflower, 550-580 tons of cotton, 6,500-7,000 tons of potatoes, 92-95 tons of alfalfa, and 165-170 tons of sainfoin.
In fact, the seed production enterprises of the republic provide only 18-20% of the need for certified seeds for winter sowing of grain crops.
