The dispute over "Rikhi": Deputy demands a response from the Ministry of Economy regarding the sausage composition

At the meeting of the committee of the Jogorku Kenesh, held on February 10, 2026, deputy Suyunbek Omurzakov raised the issue related to sausages produced by the company "Rikha," in which pork had previously been detected.

Addressing Deputy Minister of Economy Sultan Akhmatov, he pointed out the contradictory data concerning this situation.
“Some claim that the products are halal, while others report the presence of pork. What is the real situation?” Omurzakov inquired.

Akhmatov responded that during the first inspection by the veterinary laboratory, pork DNA was indeed found.
“After the initial inspection, pork DNA was found. Later, on January 12, we conducted repeated studies at the Center for the Development of the Halal Industry, and the results showed no pork DNA,” he added.

The deputy expressed doubt about the reliability of the control, noting that having a certificate does not guarantee compliance with standards in the future.
“Companies can present documents, but that doesn’t mean they won’t add pork later. How often do you conduct inspections of such producers?” Omurzakov asked.

In response, Akhmatov explained that his ministry does not issue permits for the production of halal products, as there is a separate procedure.

“We do not provide such permits; we have our own procedure,” he clarified.

Nevertheless, Omurzakov disagreed with this position, emphasizing the need to impose restrictions in case of non-compliance with standards.
“If the product does not meet the requirements, a ban on its sale should be imposed. It misleads consumers when they claim to offer halal,” he noted.

Akhmatov added that a new bill is being developed to address such issues.

“This bill proposes the introduction of liability,” said the deputy minister.

In conclusion, Omurzakov emphasized the importance of increased control before the law is passed.
“While the bill is not adopted, are you going to wait? We already have a resolution on halal products. I support this project, but before its adoption, it is necessary to strengthen inspections and control over companies,” the deputy concluded.

During the meeting, the committee also discussed the draft law of the Kyrgyz Republic "On Amendments to the Code of the Kyrgyz Republic on Offenses" in the first reading. This document aims to establish and improve legal norms in the field of the halal industry.
