Water is essential for electricity production: over 90% of the electricity for household consumption in Kyrgyzstan and Tajikistan is generated by hydropower plants. As for hydropower resources, the potential of the republic is estimated at 142.5 billion kWh of possible annual electricity generation (16.3 million kW in capacity), which can serve as a basis for large-scale hydropower construction. The technically feasible hydropower resources of the republic amount to 72.9 billion kWh, of which only 7.8% are utilized. Kyrgyzstan produces 14 billion kWh of electricity (economically efficient resources — 48 billion kWh).
Artificial water bodies are of immense importance for life and economic activities in the Kyrgyz Republic. The reservoirs of the Kyrgyz Republic have significant energy value for the republic and equally great irrigation value for neighboring countries (Uzbekistan, Kazakhstan). The construction of the cascade of the Kambarata hydropower plants will allow meeting both energy and irrigation needs without detriment to either side. There are issues with the operation of the reservoirs. In dry years, river flow decreases significantly, and accordingly, the water levels in the reservoirs drop. In rainy years (for example, 2003), the water level rises to critical marks, and water has to be simply released, bypassing the power units, which, of course, affects the economy of the Kyrgyz Republic. The condition of the dams of several reservoirs, especially the Ortokoy reservoir, is concerning. A dam failure could lead to catastrophic consequences. In recent years, the problem of cleaning reservoirs from river sediment has intensified.
