During inspections in Manas, illegal creditor activities were uncovered, organized by a citizen of Kyrgyzstan named "A.E.S.". She created a so-called "black pawnshop" in her home, providing loans with an interest rate of over 150% per year, accepting both movable and immovable property as collateral, as well as jewelry made of precious metals. This was reported by the State National Security Service (GKNB) of Kyrgyzstan.

One of the recorded cases involved a citizen "Sh.K.U.", who borrowed 1 million soms from "A.E.S.". Each month, he paid her 150,000 soms in interest. During the repayment of the principal debt, "A.E.S." attempted to forcibly seize the property of "Sh.K.U.", threatening him and demanding unscheduled payments. As a result, the borrower’s car was confiscated. On February 4, 2026, "A.E.S." was detained while receiving 200,000 soms as interest on the debt. During searches at her residence, documents for real estate, ID passports, acts for land plots, and jewelry pledged as collateral were found.

As a result of investigative actions, "A.E.S." gave confessional testimony.

Based on the results of the investigation, "A.E.S." has been placed in the temporary detention facility of the GKNB of Kyrgyzstan. Currently, efforts are ongoing to identify victims of her actions, as well as other borrowers and owners of pledged property. After the investigative actions are completed, the confiscated property will be returned to its lawful owners.

The GKNB of Kyrgyzstan is also continuing operational search activities to identify individuals engaged in illegal usury activities, who offer loans to the population on deliberately unacceptable terms and unlawfully seize pledged property, generating significant income.
