The Ministry of Economic Development reminded about the ban on pawnshops accepting real estate as collateral.

- In Kyrgyzstan, pawnshops are authorized to issue short-term loans exclusively against movable property, as noted on the radio by the chief specialist of the department for supervision, control, and monitoring of the financial market at the Ministry of Economy and Commerce, Suyorkul Ashimzhan uulu.

He emphasized that according to current legislation, objects such as equipment and vehicles can be used as collateral.

“According to the law, pawnshops are strictly prohibited from accepting real estate as collateral. Their activities are limited only to movable property,” he added.

At the same time, the specialist reported that there are cases of illegal practices where pawnshops accept land plots or other real estate as collateral, which ultimately leads to their confiscation.

“Such actions are a clear violation of the law. However, such cases are recorded only occasionally,” noted Ashimzhan uulu.

He also stated that the Financial Supervision conducts both scheduled and unscheduled inspections, with unscheduled inspections being initiated only in response to citizen complaints.

“If citizens' rights are violated, we strongly recommend contacting the Financial Supervision. Only based on complaints and confirmed facts can the agency take necessary measures,” he explained.

According to Ashimzhan uulu, reports of possible violations can be sent both by email and in written form.

“Citizens can not only report facts for unscheduled inspections but also additionally inform us about similar situations,” he added.

Suyorkul Ashimzhan uulu also reminded that the Law of the Kyrgyz Republic "On the Activities of Pawnshops" was adopted on June 22, 2016, which requires pawnshops to obtain licenses. However, from 2018 to 2024, a moratorium on inspections of entrepreneurs was in effect.

“During this period, scheduled inspections were not conducted, and only unscheduled inspections were carried out based on citizen complaints and with the approval of the Ministry of Economy,” he explained.

Starting in 2025, the moratorium was lifted, and scheduled inspections resumed.

“In 2025, about 40 pawnshops were inspected, and unscheduled inspections were also conducted based on citizen complaints. The total amount of fines exceeded 2 million 200 thousand soms,” reported Ashimzhan uulu.

At the same time, he noted that as a result of the inspections, no cases of accepting real estate as collateral were identified.
