For the Karakol City Hall, 6 portions of manti were ordered — it all ended with an arrest in Bishkek

In Karakol, a suspect in fraud was detained for deceiving café owners by posing as an employee of a government agency.

According to information provided by the press service of the Internal Affairs Department of the Issyk-Kul region, the incident occurred on December 22, 2025. The owner of the establishment, E.S., reported to the Karakol police that on that day he received a call from a stranger who ordered 6 portions of manti to be delivered to the mayor's office.

When the order was ready, the "client" contacted the café again, stating that he was having internet issues and could only pay in cash. He asked to transfer 23,000 soms to his bank card, promising to return it upon delivery. After receiving the money, the fraudster turned off his phone and disappeared. Information about the incident was recorded in the electronic log, and a preliminary investigation was initiated.

A similar case occurred on January 29, 2026, when a resident of Karakol, O.E., also fell victim to a fraudster. He received a call from an unknown person who placed an order at his cafeteria and, citing ongoing repair work, asked to transfer 7,250 soms, promising to return the money upon receiving the order. After the transfer, the fraudster stopped communicating.

Based on these reports, facts of fraud were registered at the Karakol police department, and criminal cases were initiated under Article 209 ("Fraud") of the Criminal Code.

During operational search activities conducted by the criminal investigation department, the suspect was identified as T.K., born in 1993, previously convicted, and a native of the village of Domor in the Suzak district of the Jalal-Abad region.

On February 16, 2026, he was detained in Bishkek.

During interrogation, the suspect confessed to his guilt. The court of the city of Karakol decided to keep him in custody for one month. The investigation is currently ongoing to determine his involvement in other similar crimes.
