The President signed amendments to the Law on Medical Insurance for Citizens

The President of the Kyrgyz Republic, Sadyr Japarov, has approved amendments to the Law "On Medical Insurance for Citizens."

This draft law was approved by the Jogorku Kenesh on January 22, 2026.

The main goal of the new amendments is to protect the rights of citizens insured under the medical insurance system by ensuring their access to complete and reliable information from medical providers. It also aims to enhance the accessibility and transparency of medical care provided under the State Guarantees Program.

The amendments concern Article 13, which establishes the right of insured individuals to receive up-to-date information from insurers and providers regarding the quality, conditions, and types of medical, pharmaceutical, preventive, rehabilitation, and wellness services within the framework of mandatory health insurance.

Article 16 also clarifies the responsibilities of medical providers in the mandatory health insurance system. In particular, they are required to:

– keep records of data on medical assistance provided to the insured;

– display information about the quality and conditions of the services provided, as well as their list in accessible places in accordance with the State Guarantees Program;

– fully inform subjects of medical insurance about the working hours, range of services, as well as the indicators of accessibility and quality established in the State Guarantees Program.
