This decision is formalized by Resolution No. 93 dated February 12, 2026, signed by the Chairman of the Cabinet of Ministers Adylbek Kasymaliev.
The plot subject to transformation is irrigated arable land, which is state-owned (contour No. 220). The following construction is planned on this land plot:
- an asphalt concrete plant;
- a stone crushing plant.
This decision is based on Article 18 of the Land Code of the Kyrgyz Republic and is made taking into account the order of the presidential representative in the Jalal-Abad region, as well as the decisions of the local mayor's office.
The Manas Mayor's Office is instructed to:
- make adjustments to the land accounting documents;
- ensure the targeted use of the plot;
- develop and approve urban planning documentation;
- compensate for losses from the reduction of agricultural production;
- conduct an analysis of low-productive lands and return them to agricultural circulation;
- comply with environmental, sanitary, and construction standards;
- organize a system for managing rainwater and meltwater;
- monitor seismic activity;
- ensure compliance with the right-of-way of the highway;
- preserve objects of historical and cultural heritage in case they are discovered.
If the plot is used for purposes other than intended, its expropriation and restoration to its previous state are provided for.
The resolution was published in the newspaper "Erkin Too" on February 20, 2026, and comes into effect 10 days after publication.
