Kyrgyzstan is transitioning seed subsidies to a digital format, - Ministry of Agriculture
As Mambetov noted, since 2020, the government has been subsidizing 30% of the price of seeds that seed production farms supply to farmers.
“We provide a subsidy of 30% on the seeds produced by our seed production farms,” he emphasized.
Currently, the process of obtaining subsidies is carried out in a traditional paper format. Seed production organizations collect a package of necessary documents, including approval acts, seed certificates, tax certificates, and documents confirming the absence of debts to government authorities. After completing this stage, they submit an application to the district agricultural development office.
This application is reviewed by a special commission consisting of the first deputy akim, the head of the district agricultural development office, representatives of the department, social workers, and the head of the rural municipality. After a decision is made, the documents are sent to the ministry, where a contract is concluded with the seed production farm, and the process of supplying seeds to farmers with consideration of subsidies begins.
According to Mambetov, the new digital system will significantly simplify the procedure described above.
“Seed production farms will be able to submit applications online, even using mobile devices, uploading all necessary documents into the system. Commission members and the district office will be able to view these documents in electronic format,” he added.
After a decision is made, the contract will also be formed and signed electronically, eliminating the need for the representatives of the farms to be present in person.
Moreover, the new platform will allow farmers to receive up-to-date information about available seed varieties, their quantities, and prices in various seed production farms.
“Farmers will be able to see through a mobile application which seed varieties are available and at what price. Then they submit an application, pay 70% of the cost, and receive the seeds,” concluded the department director.
