In the city of Osh, an incident occurred when a father, trying to find his missing daughter, triggered a false alarm at the airport.

This case, which took place in December 2025, resulted in the emergency halt of an international flight and significant financial losses. As a result of the court proceedings, the man was fined 50,000 soms for knowingly making a false report about a possible terrorist act.

According to the case materials published in the State Register of Judicial Acts, on December 12, 2025, Bolot [name changed B.N.M.] noticed that his daughter M.A. had not returned from classes. Noticing that her passport was missing, he suspected that she might have attempted to fly to Russia through the airport in Osh.

To stop her departure, Bolot called the airline at 19:37, demanding a list of passengers on the flight to Moscow. After being refused, citing commercial confidentiality, he called again at 19:49. This time he claimed that there was a terrorist and an explosive device on board the plane.

This false information led to necessary actions by law enforcement agencies. Flight No. 747 "Osh-Moscow" was delayed for more than two hours, and large-scale operational search activities were conducted with the involvement of the Internal Affairs Department of the Osh region. This diverted state and law enforcement officials from performing their direct duties, and OJSC "Airports of Kyrgyzstan" [“Manas International Airport”] (branch in the city of Osh) incurred material losses.

During the investigation, the information about the presence of a bomb was not confirmed, and the defendant's daughter M.A. was removed from the flight.

At the court hearing, Bolot fully admitted his guilt. He explained that his actions were driven by emotional stress, as he was searching for his daughter, who had expressed a desire to leave for Russia. The defendant claimed that his words about a terrorist were said to emphasize the seriousness of the situation: “Do you really not care, even if there is a terrorist on board?”. He expressed regret for his actions and asked the court for a minimal punishment, stating that he had already fully compensated the airport for the damages.

A representative of OJSC "Airports of Kyrgyzstan" confirmed that the damages had been fully settled and the organization had no claims against the defendant. A witness, an employee of the airline, confirmed the facts of the calls and noted that he was obliged to respond immediately to the threat in accordance with security protocols.

On March 4, 2026, the Osh City Court found Bolot guilty of committing a crime under Article 259 (“Knowingly false report of an act of terrorism”).

The court imposed a penalty in the form of a fine of 500 calculated indicators (50,000 soms) to be paid to the state. The measure of restraint in the form of a travel ban remains in effect until the verdict enters into legal force.

The parties may appeal the court's decision to the Osh Regional Court within 30 days.
