Deputy on citizens who changed their gender: De facto they exist

At the meeting of the Jogorku Kenesh on January 21, Deputy Dastan Jumabekov raised the issue of registering citizens who have changed their gender in the context of discussing the draft law "On the Personalized (Individual) Accounting of Citizens of the Kyrgyz Republic for the Purposes of Mandatory State Social Insurance."

The deputy noted that he receives requests from citizens wishing to change their PIN codes. "For example, if a man becomes a woman or vice versa, they de facto exist, but can they be registered legally?" he asked.

In response, the First Deputy Minister of Digital Development and Innovative Technologies Nursultan Kubanov explained that there is currently no provision in Kyrgyz legislation for changing gender. "Legally, this is impossible," he added.

Jumabekov expressed that he expected such a response and noted that if the agency had clarified this position earlier, there would have been fewer problems.

He also reminded that according to Article 26 of the Constitution, a family is defined as a union between a man and a woman.
