
At the meeting of the Committee of the Jogorku Kenesh dedicated to finance, budget, and entrepreneurship development, a bill concerning amendments to several legislative acts of the Kyrgyz Republic was supported. It includes amendments to the Code on Non-Tax Revenues, the Code on Offenses, as well as the law "On the Universal Military Duty of Citizens of the Kyrgyz Republic, on Military and Alternative Services." This decision was made in the first reading.
Talibek Sharshiev, the First Deputy Minister of Defense, emphasized that this bill is necessary for establishing the amount of contributions for alternative service, as well as for mobilization fees and the training of reserve officers.
During the discussion, Deputy Ilimbek Kubanychbekov expressed concern that the new norms could lead to social inequality. He noted that the opportunity to undergo alternative service would mainly be available to citizens with sufficient financial means, while others would be obliged to fulfill their military duty.
In addition, the committee also approved a bill on the ratification of the Temporary Trade Agreement between the member states of the Eurasian Economic Union and Mongolia, which was signed on June 27, 2025, in Minsk, Republic of Belarus, in the first reading.
