The President of the Kyrgyz Republic signed decree No. 327, which officially grants the Academy of Public Administration under the President of the Kyrgyz Republic, named after Jusup Abdrakhmanov, special status. This decree was adopted on November 24, 2025.
This decision is aimed at creating modern conditions that contribute to the formation of an effective system of state and municipal service, as well as improving the training and professional development of civil servants.
According to the specified document, the academy is granted autonomy in organizational, financial, and academic matters, significantly expanding its capabilities in implementing educational programs and management.
The decree also stipulates that the academy will no longer be under the control of the State Agency for Public Service and Local Self-Government.
In addition, a special legal regime for the financial activities of the academy will be introduced for a period of one year. During this period, the provisions of part 2 of Article 47 of the Law of the Kyrgyz Republic "On Education" will not apply to the institution, ensuring greater flexibility in financial management.
The decree will come into force ten days after its official publication.
