On November 30, Kyrgyzstan will elect a new composition of the Jogorku Kenesh, among the candidates for constituency number 2 is Ilim Karybekov. This lawyer and crisis manager has risen from a waiter to the head of the largest state and international organizations.

According to Ilim Karybekov, the country needs not just loud promises, but qualified work. His management experience and systematic approach form the basis of his political program.

- Ilim, what is your motivation for participating in the parliamentary elections?- I have gone through a long path of professional growth and know how to make decisions in difficult situations. My desire to run is not driven by a thirst for power—I have a family, a job, and interests. But I feel a duty to the country that has given me opportunities. I want every citizen to feel support and the ability to realize themselves here, on their native land. I know how to solve problems and want to work for the people. Allow me to be your confident voice in parliament. By choosing me, we can together advance in the highest legislative body of the country. I hope for your trust and promise not to let you down.

- Your program covers many areas. Why do you focus on production?- It's quite simple: if we produce ourselves, we become stronger. This creates new jobs, increases salaries, replenishes the budget, and develops regions. But it's not enough to just create one workshop—what we need is a system: financing, logistics, support for entrepreneurs, and clear rules of the game. Kyrgyzstan is capable of more, and I intend to prove it.

- Young people are leaving for abroad. How can we stop this process?- People leave not by choice, but out of necessity. We need modern jobs, quality education, and access to technology. I advocate for the creation of IT clusters, strong colleges, and youth spaces in the regions.

Our young people have immense potential, and this potential should be realized in Kyrgyzstan.

- You often talk about the problem of domestic violence. What measures need to be taken?- I regularly receive appeals from women and consult them as a lawyer. This is a serious problem. The law must provide protection not just formally, but in reality. It is necessary to tighten penalties for violence, develop support centers, hotlines, and assistance programs for those who are afraid to seek help. This is a matter of safety and dignity. I am a father myself and want every woman and child to be safe.

- The energy crisis is a pressing issue. How do you plan to address this problem?- We are already facing an energy deficit. The solution lies in investments, modernization of hydroelectric power stations and thermal power plants, as well as the development of solar, wind, and biogas energy.

The main thing is honesty and transparency in governance. As long as the industry remains opaque, crises will continue to recur.

- What does ecology mean to you?- Ecology is the quality of the air that our children breathe. In Bishkek, it is sometimes impossible to breathe in winter due to smog. We need to carry out gasification—this is a priority step without which we cannot solve this problem. It is also necessary to implement strict environmental standards, control emissions, develop modern transport, and green technologies. If we do not start acting now, tomorrow may be too late.

- How do you propose to solve the problem of stray animals and regulate rules for their owners?- The approach should be civilized: sterilization, vaccination, registration, and the creation of shelters. Cruelty does not solve the problem. Clear and mandatory rules need to be established for pet owners, but fines alone are not enough. Infrastructure is needed: walking areas, registration, and accessible veterinary services. The state should not only control but also provide assistance.

- Education and healthcare are key areas for the country. What changes do you consider necessary?- We must create conditions so that specialists can work effectively and confidently. Only then can we talk about the quality of services. I advocate for a strong teacher training system, decent motivation for doctors, and modern infrastructure for schools and hospitals. Access to quality education and healthcare should be the norm, not a privilege. This is the foundation for the country's future and the people's confidence in tomorrow.

- You often talk about justice. What does that mean to you?- One law for all is the foundation of trust. A fair system protects everyone, regardless of their status.

- What is your main goal in parliament?- To restore people's confidence that Kyrgyzstan can become strong, modern, and just. We have the potential for economic growth, job creation, and solving social problems. This is only possible through honest and systematic work—and I am ready for that.

I have been on the peaks of the world and raised the flag of Kyrgyzstan on Everest. But the highest peak is serving my country. Give me a chance to be your voice in parliament.
