According to the Minister of Education, Dogdurkul Kendirbaeva, scholarship recipients who received support from the state under the "El ümitü" program are obligated to work in the Kyrgyz Republic. She discussed this topic on the air of the radio station "Birinchi radio."

“We invited them, but they did not show up. I don’t want to name names to avoid shaming people, as they already know who we are talking about. Some of them asked us to write that we have no claims against them, but that was impossible. Responsibility to the state and conscience do not allow for that. I invited one of the educators working abroad to the position of Deputy Minister. I won’t name him. He refused, saying that he earns a good salary there. We could have offered him social mortgage and increased his salary,” Kendirbaeva noted.

She also mentioned that some believe there is a lack of stability and guarantees in Kyrgyzstan.
“I would like to emphasize that if stability truly existed, people like them would not be needed. However, there are also those who participate in the personnel reserve and work here. For example, one young man who worked in Germany at the Ministry of Education and Science continued his career at the Ministry of Science after the division of the agency. We are in urgent need of such personnel, especially in the context of transitioning to 12-year education,” the minister added.
