In meetings with Cuban émigrés and civil society representatives in Washington and Miami, American officials focused on finding supporters within the Cuban government who might recognize the threat and be interested in a deal.
It is also noted that the operation to capture Maduro, carried out on January 3, was conducted with the support of a person from his inner circle, highlighting the importance of internal support for success in such endeavors.
