- During the plenary session of the Jogorku Kenesh on January 29, 2026, deputies discussed a draft law on the ratification of agreements related to the "Phase 1 for the Kyrgyz Republic" project within the framework of the "One Health" Program. During the discussion, relevant issues concerning food security, veterinary medicine, and product quality were raised.

Deputy Bolot Sagynaev emphasized the importance of ensuring food security, including issues of food quality and safety, and proposed banning the sale of unsafe food products near educational institutions.

Deputy Zhyldyz Egenberdieva also noted the need for modernization, construction, and equipping veterinary laboratories in the regions.

In turn, Deputy Makhabat Mavlyanova raised issues related to the certification and inspection of organic products and clarified the list of hazardous chemicals and pesticides banned for use in Kyrgyzstan.

Deputy Kamila Talieva highlighted the relevance of modernizing and equipping veterinary laboratories, especially in the Leilek district of the Batken region. She also clarified the conditions of credit and grant agreements, noting that the activities under these agreements are identical.

Deputy Minister of Water Resources, Agriculture, and Processing Industry Zhanibek Kerimaliev, who presented the draft law, reported that the "Phase 1" project includes three key components: combating zoonotic infections, preventing antimicrobial resistance, and ensuring food safety. The total funding will amount to $31.79 million, of which $30 million is provided as a 50-year loan at 0% interest with a 10-year grace period, and $1.79 million is provided as a grant.
