The GKNB detained a tax officer after receiving 500,000 soms in a parking lot — the court issued a verdict

The inspector of the State Tax Service was fined 1 million 200 thousand soms for accepting a bribe.

The press service of the State Committee for National Security of the Kyrgyz Republic reported on January 18, 2025 that, as part of the fight against corruption among the employees of the State Tax Service, facts of extortion by inspector K.A.A. were identified and documented.

On January 14, 2025, during operational activities, the inspector was caught red-handed while receiving a bribe of 500 thousand soms.

A criminal case was initiated against him under part 3 of Article 343 ("Extortion of a bribe in a particularly large amount"), and he was placed in the pre-trial detention center of the State Committee for National Security.

According to data published in the State Register of Judicial Acts, Akmat [name changed A.A.K.] was convicted for receiving a bribe in a large amount, taking into account the following circumstances.

The Main Investigation Department of the State Committee for National Security initiated a re-examination of compliance with tax legislation by the LLC "Aksuysky Distillery" on October 14, 2024, which was assigned to the employees of the State Tax Service under the Ministry of Finance. The management of the State Tax Service assigned this task to the chief inspector of the audit department of the State Tax Service, Akmat, who was responsible for checking compliance with the legislation by legal and physical persons, collecting taxes, and controlling payments.

The investigation found that from December 12 to December 26, 2024, Akmat conducted a tax re-examination and prepared a report on the compliance of LLC "Aksuysky Distillery" with legislation for the period from January 1, 2018, to December 31, 2022, as a result of which an additional tax assessment of 1 billion 325 million soms was made.

According to the Ministry of Justice, the director of LLC "Aksuysky Distillery" is Yesenaliev Maksat Ramisovich, and the founders are Kenzhebaeva Gulbaira Kakenovna and Koichieva Kalima Duishalievna.

The company is engaged in the purification, rectification, and blending of spirits and is registered in the village of Sadovoe, Moscow District, Chui Region. The LLC was established on December 13, 2011, and underwent re-registration on October 24, 2023.

The investigation established that, realizing that an inspection was being conducted regarding the founders of LLC "Aksuysky Distillery," Akmat, seeking to gain profit, began to obstruct the completion of the inspection and the submission of its results to the State Committee for National Security.

On January 14, 2025, a representative of N.O.B. and V.O.B. — A.B.B. met with Akmat at the central office of the State Tax Service, where he openly began to extort 1 million 400 thousand soms, then reduced the amount to 500 thousand soms for signing the necessary report. Under these conditions, A.B. agreed to give a bribe for receiving the report on the results of the inspection.

According to the investigation, Akmat called A.B. for a meeting on January 14, 2025. A.B. arrived at the location around 20:30.

At 21:00 in the parking lot of a supermarket, after Akmat received 500 thousand soms from A.B., he was detained by employees of the State Committee for National Security. During the search, he voluntarily handed over 500 thousand soms, which was recorded during audio-video monitoring.

By the verdict of the First Mai District Court of Bishkek on March 12, 2025, Akmat, born in 1967, was found guilty of receiving a bribe in a large amount and fined 1 million 200 thousand soms. He was also prohibited from holding positions in government bodies for three years.

The measure of restraint in the form of arrest was lifted, and Akmat was released in the courtroom, after which he was placed under a travel ban. This measure was lifted after the verdict came into force.

The verdict of the judicial panel on criminal cases of the Bishkek City Court on September 10, 2025, left the decision of the First Mai District Court unchanged.

In the cassation appeal, the senior prosecutor of Bishkek requested to change the verdicts, reclassifying Akmat's actions under part 3 of Article 343 of the Criminal Code with a sentence of imprisonment and confiscation of property.

Akmat's lawyer filed a cassation complaint, requesting to overturn the verdict and issue an acquittal, claiming that the charges were not confirmed during the court proceedings, however, the courts considered the case with bias.

The judicial panel, having studied the case materials and the arguments of the parties, concluded that Akmat's guilt in receiving a bribe was proven.

The Supreme Court confirmed the decisions of the lower courts regarding Akmat on January 20, 2026.

The cassation appeals of the prosecutor and the lawyer were left ungranted.

This ruling enters into legal force and is not subject to appeal.
