Investigator Took a Bribe from Under the Blanket, Then GKNB Officers Arrived — Court Sentenced Him to 2.5 Years in Prison with Confiscation

The Osh City Court sentenced the investigator of the Internal Affairs Department of the city of Osh to 2.5 years of imprisonment with confiscation of property for extorting a bribe.

As reported by the press service of the State Committee for National Security (GKNB) at the end of March 2025, during the investigation of the extortion case, police captain R. uulu N. was detained while receiving a $500 bribe.

The investigator demanded money for assistance in halting criminal prosecution.

After conducting investigative measures, Nurmat was charged with extortion under Article 343, Part 1, after which he was detained and placed in the temporary detention facility of the GKNB.

According to the case materials, Nurmat, being a public official, grossly violated the principles of social justice and undermined the authority of law enforcement agencies, which raises serious concerns.

In September 2024, Nurmat was appointed as an investigator in the investigative department of the Internal Affairs Department of the city of Osh. According to the investigation, he used his official position for personal gain, committing a serious offense.

In 2022, citizen I.M. purchased an apartment from the construction company OsOO "Emakom," and six months later sold it to citizen D.T. However, the company transferred the apartment to third parties without notifying I.M.
A year later, D.T. learned that the apartment he bought from I.M. was registered to other people. As a result, he filed a complaint with the Internal Affairs Department of the city of Osh on November 4, 2024.

Based on this complaint, investigator Nurmat initiated a criminal case against I.M. on February 8, 2025, qualifying his actions as fraud.

In March 2025, after an agreement between I.M. and OsOO "Emakom," the construction company offered T.D. a similar housing option. On March 17, 2025, investigator Nurmat summoned I.M. and D.T.'s relative, G.S., to his office, where G.S. confirmed the absence of claims.

Nevertheless, R.N., seeking financial gain, began to extort $500 from I.M.

The investigation established that he threatened I.M. with detention and the continuation of the criminal case, which forced the latter to agree to the demands. Later, Nurmat demanded another $500 "for assistance" in obtaining the remaining amount from the sale of the apartment.

Nurmat violated the laws and principles of the internal affairs bodies, which affected the interests of citizens and the state.

As a result, on March 19, 2025, I.M. came to Nurmat's office, but he did not have the money. The investigator insisted that he come back with the money the next day.

On March 20, 2025, I.M. returned to the office, where Nurmat continued to demand $500. I.M. replied that he left the money at home, to which the investigator ordered him to bring it as soon as possible.

On the same day, at 5:30 PM, I.M. returned to the office, where Nurmat, confirming the presence of the money, indicated where to place it. In a desperate situation, I.M. placed $500 under a blanket.

At that moment, Nurmat was detained by GKNB officers. During a search of the investigator's office, the very $500 was found. Before the arrival of the officers, Nurmat attempted to hide the bribe by throwing the money under the table.

The investigation established that Nurmat's actions caused significant harm to I.M. and undermined trust in government agencies.

At the court hearing, Nurmat admitted his guilt and expressed remorse. On August 5, 2025, he entered into a procedural agreement to plead guilty, requesting a sentence in accordance with this agreement.

The lawyers confirmed that the prosecutor's office of the Osh region approved this agreement. The prosecutor noted that Nurmat and his defense attorney indeed filed a petition for a guilty plea and requested the court to impose a sentence in accordance with the terms of the agreement — 2 years and 6 months of imprisonment.

The Osh City Court, having reviewed the case, found Nurmat guilty under Article 343, Part 1, on August 26, 2025, and imposed a sentence of 2 years and 6 months of imprisonment with confiscation of property.

The court ruled that Nurmat would serve his sentence in a general regime colony.

According to justice data, the head of OsOO "Construction Company 'Emakom'" is Dzhusupov Emilbek Ramidinovich, and the founder is Dzhusupov Melis Romidinovich.

The company was registered on September 21, 2017, and underwent re-registration on February 12, 2019.

Melis Dzhusupov is a former deputy of the Osh City Kenesh from the "Ata-Jurt Kyrgyzstan" party. His brother, Emil Dzhusupov, was also a deputy of the Jogorku Kenesh from the "Ishenim" party.
