The school principal awarded herself a salary but did not conduct classes — the court sentenced her

The former school director from the Suzak district has been sentenced to 3.5 years of imprisonment for abuse of office. At the same time, the court has released her from punishment.

According to the case materials published in the State Register of Judicial Acts, Nurgul, who has been the director of secondary school No. 1 named after M.A. in the Suzak district since October 5, 2022, unlawfully registered 8 teaching hours for herself in the 2022–2023 academic year, contrary to the approved staffing schedule, without issuing the corresponding order to split the 7 "A", 7 "B", 8 "A", and 8 "B" classes into two groups for the subject "Russian language".

Moreover, the investigation believes that she systematically did not conduct classes for the allocated hours, assigned other teachers to fill out class journals in her name, and instructed them to prepare reports as if she were actually teaching Russian language classes.

It has been established that from October 2022 to August 2023, Nurgul knowingly provided false information in official documents and received a salary for unworked hours.

As a result, she unlawfully accrued and received 111,350 som and 97 tyiyn, causing significant material damage to the state.

Continuing her illegal actions, Nurgul also violated the approved staffing schedule in the 2023–2024 academic year. In October, November, and December 2023, she unlawfully registered 9 teaching hours for herself without issuing an order to split the 6 "B", 6 "G", 6 "D", 8 "A", 8 "B", 8 "V", 9 "A", 9 "B", and 9 "V" classes for the subject "Technology".

The investigation found that she did not actually conduct classes for these hours, yet she instructed the preparation of reports as if she were teaching Russian language and provided inaccurate data in official documents.

Thus, for October, November, and December 2023, Nurgul unlawfully received a salary amounting to 31,590 som, again causing significant material damage to the state.

By the verdict of the Suzak District Court of the Jalal-Abad region dated February 7, 2025, Nurgul was found guilty on two counts under Article 337, Part 2 ("Abuse of office committed for the purpose of obtaining benefits and advantages for oneself or others or from other personal interest") and was sentenced as follows:

— under Part 2 of Article 337 of the Criminal Code — imprisonment for a term of 3 years with deprivation of the right to engage in activities in the field of education for a term of 3 years;

— under Part 2 of Article 337 of the Criminal Code — imprisonment for a term of 3 years with deprivation of the right to engage in activities in the field of education for a term of 3 years.

Based on Article 77 of the Criminal Code, by partially combining the sentences, the final sentence was set at 3 years and 6 months of imprisonment with deprivation of the right to engage in activities in the field of education for a term of 3 years.

In accordance with paragraph 1 of part 1 of Article 1 of the law "On Amnesty in connection with the 30th anniversary of the adoption of the Constitution and the 75th anniversary of the Universal Declaration of Human Rights," Nurgul was released from serving her sentence of imprisonment.

The sum of 142,941 som paid by Nurgul to the account of the Jalal-Abad region prosecutor's office is directed to the state revenue.

The measure of restraint chosen for Nurgul and M.M.Sh. in the form of a written undertaking not to leave and proper behavior remains unchanged and will be canceled after the verdict enters into legal force.

By the verdict of the judicial panel on criminal cases and cases of offenses of the Jalal-Abad Regional Court dated May 26, 2025, the verdict of the Suzak District Court dated February 7, 2025, was amended.

Regarding the convicted Nurgul and M.Sh.M., it was determined that the sentence would be served in general regime correctional institutions. Based on Article 77 of the Criminal Code, Nurgul was finally sentenced to:

— 3 years and 6 months of imprisonment,

— with deprivation of the right to hold managerial positions in the field of education for a term of 2 years.

In connection with the amendment made: paragraph 1 of part 1 of Article 1 of the law "On the application of amnesty in honor of the 30th anniversary of the adoption of the Constitution and the 75th anniversary of the Universal Declaration of Human Rights" was changed to paragraph 4 of the same part, as a result of which the convicted person was released from serving her sentence.

The other provisions of the verdict remain unchanged.

The appeal filed by the convicted person was left unsatisfied. The appeal submitted by the senior assistant prosecutor of the Suzak district, K. Samiev, was satisfied.

The Supreme Court upheld the decision of the regional court on November 3, 2025.
