In Bishkek, a police officer was fined for official forgery, according to a ruling by the Supreme Court published on the "Digital Justice" platform.

Names have been changed. The investigation established that while performing his duties as a district police officer of the Public Security Service of the Internal Affairs Department of the Pervomaisky District, Kamal drafted a protocol on an offense on January 13, 2023. He accused pedestrian A. A. of violating traffic rules, according to part 1 of article 190 of the Criminal Code of the Kyrgyz Republic, when he crossed Toktogul Street at an unauthorized location. On the same day, the police officer issued a decision to impose a fine of 1,000 soms on A. A.

However, it soon became clear that on December 31, 2022, a report of A. A.'s death had been received from the "102" service. The expert's conclusion indicated that the cause of death was decompensation of chronic hepatocellular failure against the background of alcoholic cardiomyopathy, resulting from total mixed liver cirrhosis.

Thus, the investigation concluded that, seeking to artificially enhance his effectiveness, Kamal drafted a violation protocol and imposed a fine on A. A., who was already deceased at the time of this action.

In the cassation complaint, the lawyer demanded the annulment of the decisions of both courts and the acquittal of Kamal, claiming that the courts did not take into account possible conclusions from the forensic handwriting examination, which unjustifiably became the basis for the guilty verdict.
