The Council of Judges agreed to hold former judges accountable for reducing the sentence of taxi driver Kumarbek.

On November 21, the Council of Judges gave its sanction for the prosecution of former members of the judicial panel for criminal cases and administrative offenses of the Bishkek City Court — B. S. I., Zh. M., and A. K. K.

Attorney General Maksat Asanaliev presented this request, pointing to the necessity of holding the ex-judges accountable for crimes described in parts 1 and 2 of Article 336, paragraph 2 of part 3 of Article 342, paragraph 2 of part 2 of Article 343, as well as paragraphs 1 and 2 of part 2 of Article 344 and parts 1 and 2 of Article 345, in addition to part 1 of Article 352 of the Criminal Code.

Accusations of corruption, abuse of power, disclosure of confidential information, unlawful actions in the penitentiary system, and rendering knowingly unjust decisions have been laid upon these former judges.

After discussing the report and the conclusion of the Disciplinary Commission, the Council of Judges agreed with the opinion of the Attorney General's Office, granting its approval for the prosecution of B. S. I., Zh. M., and A. K. K.

These initials refer to Branchayeva Saniya Izmailovna, Zhanilu Mambetaly, and Abakirov Kaysyn Kadyrovich. Their names became known due to a report by "ElTR," which mentions taxi driver Kumarbek Abdyrov, suspected of a series of rapes and murders of girls, including 17-year-old Aysulu Mukasheva and 18-year-old Kamila Duyshebaeva.

According to information from an operative of the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs, on October 13, 2015, Abdyrov picked up one of the victims but did not take her to her destination. The victim claimed that he raped her and threw her into a ditch, attempting to cover up the crime by dropping a stone on her, which fortunately hit her arm instead of her head. After the criminal left, the girl managed to reach the nearest gas station, where she received assistance.

Later, Abdyrov was detained by the police, and on February 11, 2016, the Oktyabrsky District Court found him guilty of attempted murder under Article 28-97 of the Criminal Code of the Kyrgyz Republic (in the old version) and sentenced him to 12 years of imprisonment. However, on May 12, the judicial panel of the Bishkek City Court, which included Branchayeva, Mambetaly, and Abakirov, reviewed the first-instance decision and found him guilty under Articles 168 ("Robbery") and 123 ("Kidnapping"), sentencing him to 7 years of imprisonment in IK-32. On April 28, 2018, he was released on parole under an amnesty.

As reported in the coverage, after his release, crimes continued, including the rape and murder of Aysulu Mukasheva, which occurred on September 27, 2025, in the village of Barskoon, Jeti-Oguz District, Issyk-Kul Region.
