The Prosecutor General's Office demands to hold former judges accountable for reducing the sentence of taxi driver Kumarbek.

On November 21, the Council of Judges will consider several issues, among which will be a presentation from the General Prosecutor's Office.

The supervisory authority insists on obtaining consent to bring criminal charges against three former judges of the judicial panel on criminal cases and administrative offenses of the Bishkek City Court — B.S.I., Zh.M., and A.K.K.

These initials correspond to Branchaeva Saniya Izmailovna, Zhanil Mambetaly, and Abakirov Kaysyn Kadyrovich. Their names were mentioned in a report by the "ElTR" television channel, which discussed taxi driver Kumarbek Abdyrov, suspected of a series of rapes and murders of girls. Among the victims are 17-year-old Aysulu Mukasheva and 18-year-old Kamilya Duyshebaeva.

According to an operative from the Main Department for Combating Organized Crime of the Ministry of Internal Affairs, on October 13, 2015, Kumarbek Abdyrov offered a girl a ride but did not take her to her destination. The victim reported that he assaulted her and threw her into a ditch, trying to cover his tracks. He threw a stone at the girl, hoping it would hit her on the head, but the stone struck her arm. After the perpetrator left, the victim managed to reach a gas station, where she received help.

Shortly thereafter, Abdyrov was detained. On February 11, 2016, the October District Court found him guilty under Article 28-97 ("Attempted Murder") of the Criminal Code of the Kyrgyz Republic (in its previous version) and sentenced him to 12 years of imprisonment. However, on May 12, the judicial panel of the Bishkek City Court, which included Branchaeva, Mambetaly, and Abakirov, reviewed the first-instance decision, reclassifying the charges to Articles 168 ("Robbery") and 123 ("Kidnapping") of the Criminal Code of the Kyrgyz Republic (in its old version). As a result, Abdyrov was sentenced to 7 years in prison in IK-32. On April 28, 2018, he was conditionally released due to amnesty.

As emphasized in the report, after his release, crimes continued, including the rape and murder of a resident of the village of Barskoon in the Jeti-Oguz district of the Issyk-Kul region, which occurred on September 27, 2025.
