
In the Batken region, in the city of Kyzyl-Kiya, a kindergarten building has been returned to state ownership. This became known from a statement by the State Committee for National Security (SCNS) of Kyrgyzstan.
According to information received from the SCNS, in 1996, the illegal alienation of a kindergarten with an area of 533.3 sq.m. and a land plot of 2200 sq.m. occurred, transferring it to the private ownership of the joint-stock company "Nur-KM." This action was carried out in violation of the decree of the President of the Kyrgyz Republic No. UP-37, adopted in 1995, which prohibited the privatization of social infrastructure facilities.
The specified decree clearly stated that social facilities could not be transferred into private hands by either state or privatized organizations if they were on their balance sheets or had been transferred free of charge during the privatization process with the condition of maintaining the order of their use.
After conducting operational measures, the owner of the kindergarten, realizing the illegality of his ownership, agreed to return the building and land plot back to the state.
The State Committee continues its work to identify and return social infrastructure facilities that have been illegally alienated.
