Plot of 0.27 hectares near the second largest stadium transferred to LLC "RAM". The State Committee for National Security returned it to the state and demolition has begun.

Work has begun to reclaim 27 acres of land at the central stadium in the city of Osh, which had previously been in private ownership.

As reported by the municipality, the work to reclaim the 27 acres of stadium land, which was previously privatized illegally, has commenced. Currently, the owners are voluntarily vacating the plot located on the eastern side of the A. Suyumbaev Central Stadium in Osh, where illegal constructions had been erected.

During the inspection of this land plot, a violation of the requirements of the presidential decree from 1995 was established, which prohibits the sale of social infrastructure facilities. As a result, the property was illegally registered as private ownership. Based on this, the State Committee for National Security (GKNB) returned the land plot to the state, after which it was transferred to the Osh city mayor's office.

Earlier, in 2024, judicial proceedings were conducted regarding the illegal transfer of land around the A. Suyumbaev Central Stadium to private individuals.



At that time, Altynbek Pirmatov, who held the position of head of the municipal property management department of the Osh city mayor's office, reported that the documents for three facilities built on the stadium's territory were being checked by the GKNB management for the Osh region and the city of Osh, and relevant inspections were underway. "To date, there are still three facilities remaining on the stadium's territory. Currently, judicial proceedings are ongoing to return these plots to the state. Previously, lands for four facilities were returned. The GKNB is clarifying the documents and conducting the necessary checks, and based on their results, the lands are being restored to their original state," Altynbek Pirmatov reported.

Turmush reported that previously, the structures built on the land of the central stadium were dismantled (demolished) — a sports store, a billiard club, and a wedding dress salon, after which the land plots were restored to their original condition.

As reported on January 20, 2026, by the GKNB press service, the land plot with buildings on the territory of the central stadium in the city of Osh has been returned to state ownership.

The returned plot, with a total area of 2,700 square meters, is located on the stadium's territory and is an integral part of it. The specified object, as established by the GKNB inspection, was "illegally transferred to private ownership with a change in its intended use, which contradicts the legislation."

As a result of the work carried out, the land plot with buildings was returned to the state and transferred to the balance of the Osh city mayor's office.

The GKNB reminded that according to the presidential decree "On urgent measures to ensure conditions for the further use of social infrastructure facilities" dated February 16, 1995, No. 37, social infrastructure facilities cannot be sold by state and privatized enterprises and institutions, regardless of the share of the state in the authorized capital, if such facilities are on their balance sheet or were transferred free of charge during the privatization process with the preservation of the order of use.

In the Osh city mayor's office, it was reported in November 2025 that the land plot of 27 acres located on the eastern side of the central stadium in Osh had previously been part of the stadium and until 2003, the Osh regional state institution for physical culture operated on this territory.

In 2003, this plot was transferred to the LLC "RAM" for temporary use. In 2008, a decision by the mayor's office formalized the land plot as private property in the name of citizen Ruslan Maksudov.

According to the Ministry of Justice, the head and founder of LLC "RAM" is Maksutov Alim Turgunbaevich. The company was registered on April 6, 2000, with the main activity being other auxiliary activities of water transport.
