According to local municipality information, on December 24, Mayor Zhenishbek Toktorbaev visited secondary school No. 6 and instructed the relevant services to return the land plots that were unlawfully transferred to private ownership back to municipal property.
According to the mayor's office, in 2008 and 2012, certain land plots belonging to the school were transferred to private ownership. Currently, these plots host commercial entities, including a bank and retail outlets.
The mayor emphasized that illegal alienation of land intended for social needs should not be allowed and tasked the relevant structures to continue working on returning these plots to municipal ownership.
The mayor also reported that in January 2025, a complete installation of new desks and chairs will be carried out at the school, and a major renovation of the building is planned for the summer.
On December 13, 2024, the Osh City Court issued a ruling requiring the developer to demolish the illegal structure and restore the land plot. The total area of this plot is 1074.25 square meters.
In 2011, a land plot of 528 square meters adjacent to the Makarenko School was allocated by the municipal property management for landscaping and greening for three years; however, a capital structure was built on it.

According to the municipality, in 2008 and 2012, several plots belonging to the A. Makarenko Gymnasium were transferred to private hands by decisions of the mayor's office. By law, such lands cannot be privatized, and the interregional office of the Land and Water Supervision Service filed a lawsuit in the Administrative Court of the Osh region demanding that these decisions be declared invalid. The court granted the claim.
Similar issues are observed with the plots related to the Gorky School, which were also transferred to private individuals based on decisions of the mayor's office in 2000-2001.
According to the municipality, private owners are actively using school lands for commercial purposes, where trading pavilions, cafes, and restaurants are located.
According to the press service of the Osh Regional Court, the case regarding the plots of the Gorky School is currently under consideration in the Administrative Court of the Osh region, while the case concerning the A. Makarenko Gymnasium is in the Supreme Court.
In December 2024, Turmush reported that a building for "Kapital Bank" was constructed on the territory of school No. 6 Makarenko, and the court ordered the owner to demolish it and restore the original appearance of the plot.
In September 2023, it was also reported that lands of 31 schools in Osh were sold, on which commercial properties and restaurants were built.
