The city of Naryn was transferred 223.7 hectares of land previously allocated to the University of Central Asia.

The Cabinet of Ministers of Kyrgyzstan announced the transfer of several plots of land to the municipal ownership of the Naryn city administration. This decision was officially formalized in a resolution signed by the Chairman of the Cabinet, Adylbek Kasymaliev, on December 12, 2025.

According to the document, the transfer of land plots is carried out with the aim of addressing the socio-economic problems of the city, improving living conditions for the population, and rational use of land resources. The resolution is based on the decision of the extraordinary XVII session of the Naryn City Council held on October 30, 2025, and a number of laws, as well as on the Procedure for the transfer of state property to municipal ownership, approved by the Cabinet resolution dated July 23, 2024, No. 405. As part of this decision, the State Agency for Land Resources, Cadastre, Geodesy, and Cartography has been instructed to transfer to the Naryn city administration a land plot of 223.78 hectares, which is currently in perpetual use by the University of Central Asia.

Additionally, amendments have been made to the government resolution dated July 2, 2004, No. 493, concerning the provision of a land plot for the construction of a student campus for the University of Central Asia. In particular, the wording regarding the allocation of 40 hectares from the specified land plot for permanent use by the university for various needs, including the construction of educational and residential buildings, as well as sports complexes, has been changed.

The government also recommended that the Naryn city administration take several actions: accept the plot into municipal ownership, carry out its state re-registration, and use it for its intended purpose, without allowing alienation.

The deputies of the Naryn City Council approved the transfer of the 223.78-hectare plot, previously allocated to the University of Central Asia, into municipal ownership. This decision was made as part of the expansion of urban infrastructure and to address social and economic issues, including providing housing for the population.

According to information from the presidential representative office in the Naryn region, a meeting was held with the chairman of the Board of Trustees of the University of Central Asia, Shamshem Kassim-Lakha, and its rector, Christopher Gerry. During this meeting, issues related to housing provision were discussed, as well as the possibility of returning lands that were previously transferred to the university for temporary use.
The government resolution signed in 2004 by Nikolai Tanaev concerned the provision of 251.58 hectares of land, previously classified under various categories, to the category of "Lands of Settlements," with the allocation of 40 hectares for the construction of a student campus. The University of Central Asia was also allowed to acquire buildings on a land plot of 12.2 hectares for the same purposes.
