In Cholpon-Ata, the implementation of the multi-story residential building construction project, launched as part of the state mortgage program, is actively ongoing.

The work is being carried out on the territory of the former airport, located in the western part of the city, on a site covering 35 hectares.

The project involves the construction of 68 residential buildings with 5 and 9 floors, which will provide 3020 apartments.

Additionally, this initiative includes the creation of a school, two kindergartens, a clinic, and other social facilities.
According to the latest data, the first phase of construction is planned to be completed by June 1, 2026, during which 16 residential buildings will be handed over.

In early December 2023, the Cabinet of Ministers approved a resolution on the transfer of land plots for the new microdistrict in Cholpon-Ata, including multi-story buildings and social facilities.

This decision was made to ensure citizens have access to affordable housing.

According to the document, the State Agency for Management of State Property has been instructed to transfer 1 hectare of land for indefinite use to the administration of the Issyk-Kul region, as well as to provide 34 hectares to the ownership of the Cholpon-Ata city mayor's office.

Currently, more than 3000 residents of Cholpon-Ata have applied for individual housing construction. A project for multi-story residential and administrative buildings on this land plot is currently being developed.
As reported by Turmush, the project is being implemented on the territory where the airport in Cholpon-Ata was previously located.

The airport operated since the 1930s, but in recent decades its use ceased, and the buildings fell into disrepair. The airport terminal structures were fenced off after its closure.

Since the early 1970s, a new terminal and runway were built on the airport's territory, but in recent years the airport has not been operational.

There were legal disputes regarding this land plot between the Cholpon-Ata mayor's office, the State Cadastre Agency, and the OJSC "Manas International Airport".

The mayor's office went to court to declare the private ownership act for this land invalid.

As a result, the mayor's office won the case.

_______________

On September 17, 2009, Prime Minister Igor Chudinov signed a resolution for the liquidation of the airports "Balıkchy," "Bayetovo," "Toktogul," "Kyzyl-Kiya," and "Cholpon-Ata".

This decision was made due to the cessation of flights and the impracticality of restoring the airports, and the Prime Minister recommended transferring their buildings and structures to local authorities.

In 2016, the mayor of Cholpon-Ata, Bolot Bakirov, expressed plans to build a business center on the site of the former airport, which was then under the balance of OJSC "MAM".

This information surfaced amid rumors that the territory was planned to be handed over to Chinese businessmen.
