"On the territory of the nursing home, the company 'Golden House' built a high-rise building": In Osh, there are plans to check the documentation

In Osh, an investigation has begun regarding the transfer of a land plot into private ownership, which previously belonged to a home for the elderly and children. This was reported by the local mayor's office.

According to the mayor's office, the area of the plot, which was part of the social institution "Boorukerdik," has decreased from 3 hectares to 90 ares. More than 2 hectares of land are now in private ownership.

Previously, this territory housed a cafeteria, a children's swimming pool, additional buildings, and a green area for recreation. Currently, a multi-story residential building has been erected on this site, as stated in the official announcement.

The mayor of the city, J. Toktorbaev, visited "Boorukerdik" the day before, on December 31, and familiarized himself with the situation. He instructed the relevant services to determine the basis on which the plot was transferred into private ownership and to check all necessary documents.
“Is this your territory behind the fence?” the mayor asked the director of the institution.

In response, Aigul Kalmatova, the director of "Boorukerdik," said: “Initially, we had 3 hectares, and now only 90 ares remain. On the remaining 2 hectares, the company 'Golden House' built a multi-story building. Previously, there were a cafeteria, a swimming pool, and other buildings here.”

The mayor added: “The documents require careful examination.”

The chairman of the Osh city council, Bolot Bayetov, noted: “Initially, this plot was 3 hectares and was on the balance of the Tölöykön rural administration. How it ended up in private ownership is unclear, but such social facilities should not be transferred into private hands.”

Aigul Kalmatova added: “Previously, there was a children's pulmonology sanatorium here, so all the planning and coniferous trees were appropriate. They came and destroyed everything in three days.”

The mayor asked: “Was there a forest here?”

“Yes, there was a forest on this side,” Kalmatova confirmed.

The mayor expressed his bewilderment: “I do not understand how one can encroach on the property of orphans and widows. Why do this? Look at what a good territory it was. Everything was destroyed and sold off. Bolot Talaibekovich, let’s check everything with the lawyers once again. How did it happen that you lost 2 hectares and nothing was built in return?”

“Nothing was built. We even asked for a minibus — and did not receive that,” Kalmatova replied.

The mayor clarified: “If one ares costs 50 thousand dollars, then 2 hectares is 10 million dollars. For that amount, they should have built at least a facility worth 5 million here.”

Kalmatova added: “The last instance was the Supreme Court, which ruled that this issue ‘is not subject to consideration.’

In an interview with the publication Turmush, Aigul Kalmatova stated:

“This issue arose on its own. The transfer of the land occurred not during my period, but in 2017–2018. This was the territory of the 'Boorukerdik' home, which was a social facility, where a sanatorium was located.”
