In Osh, work has begun on the demolition of a building known as "Balban-Saray" [“Palvan Saray”], which previously belonged to the relatives of the late Bayaman Erkinbaev.

According to a statement from the city hall through the press service, in the Alisher Navoi Park, a number of properties that had previously become private property are being returned to municipal ownership by court decision. "In the Alisher Navoi Park, buildings that ended up in private ownership are being transferred to the municipality. The 'Balban-Saray' building, which poses a danger, is also being demolished. A green zone for the recreation of citizens will be created in its place," reported Zhyldyz Bolotbekov.

It is also worth noting that on January 10, 2026, Mayor Jenishbek Toktorbaev, during an inspection of the park's clearing of illegal constructions, mentioned that a year ago, the relatives of Bayaman Erkinbaev promised to demolish the 'Palvan-Saray' building themselves.

According to information, the building was erected about 30–35 years ago and was used for sporting events organized by Bayaman Erkinbaev. In the last two decades, it has been neglected.

Bayaman Erkinbaev was not only an entrepreneur but also a deputy of three convocations of the Jogorku Kenesh, elected in 1995, 2000, and 2005, and he founded the wrestling federation "Alysh." He was killed in September 2005 outside his home on Gogol Street in Bishkek.
As part of the program for the demolition of illegal constructions, 10 objects have already been demolished in Navoi Park, and "Balban-Saray" has become the 11th on this list. The area belonging to the brother of Omurbek Tekebaev has also been cleared earlier.

The demolition work in Alisher Navoi Park started in the summer of 2025. According to the municipal property management, among the buildings being demolished are constructions owned by deputies of the Jogorku Kenesh, as well as the former athlete and entrepreneur Bayaman Erkinbaev.

The court proceedings regarding the 11 objects lasted more than a year and a half. The land plots were transferred to municipal ownership, but the buildings remained in private hands, and their owners continued their activities despite warnings. These plots did not belong to ordinary citizens; among them were constructions associated with the names of Omurbek Tekebaev and Cholpon Sultanbekova, as well as the buildings "Palvan" and "Alysh."

According to the municipal property management, seven out of the eleven objects are located within 50 meters of the water protection zone, while the other four do not fall within this protected area.

According to current legislation, the water protection zone of canals ranges from 6 to 50 meters on each side. For example, for the Moyun, Zhany-Aryk, and Zhoo-Bas canals, the water protection zone is 6 meters, while for the Ak-Buura River, it is 50 meters. The water protection strip of the Uvam canal is 30 meters on each side.
