Eighth Meeting of the Commission on Debureaucratization: Head of the Cabinet Announced Oral Remarks to Ministers

The eighth meeting of the Interdepartmental Commission for the Debureaucratization of the State System was held at the Presidential Administration, chaired by the Prime Minister of Kyrgyzstan, Adylbek Kasymaliev. The main focus of the meeting was on assessing the implementation of protocol assignments in the context of the execution of the President's Decree No. 83 dated March 10, 2025, which concerns increasing the efficiency and debureaucratization of the civil service, as well as discussing steps to accelerate digitalization and improve the quality of public services.

Almaz Baketaev, the Minister of Finance, presented a report on the financial support for debureaucratization initiatives and assessed the budgetary needs for digital projects. Among the proposed measures, the minister highlighted the reorganization of the Treasury's functions with the complete transfer of operations and personnel to the state bank "Kylım Bank".

Kanybek Dosmambetov, the Minister of Health, reported on the implementation of the President's Decree No. 331 dated November 28, 2025, aimed at increasing the potential and competitiveness of state medical institutions. Following the report, the Prime Minister remarked to the minister about the untimely execution of a number of assignments and instructed the relevant deputy prime ministers to oversee the implementation of the Interdepartmental Commission's protocols to enhance control.

Representatives of the Supreme Court and the Prosecutor General's Office provided information on the progress in the digitalization of the judicial system, the introduction of electronic document management, and the modernization of information technologies. They also discussed measures for prosecutorial response to compliance with deadlines for providing public services and preventing abuses. During the discussion, it was noted that the requirement for full online broadcasting of court sessions is not being adequately met: sometimes only edited recordings are published instead of live broadcasts. The Prime Minister instructed the relevant structural unit to take control of the issue of live broadcasts and ensure the coordination of technical conditions.

Gulzat Isamatova, the Minister of Science, Higher Education, and Innovations, informed about the progress in fulfilling the Interdepartmental Commission's assignment regarding increasing the autonomy of the National Academy of Sciences.

Ayaz Bayetov expressed concern over the insufficient progress over the year: many regulatory issues remain unresolved despite the consensus reached among state bodies.

As a result of the discussion, the minister and her supervising deputy were given oral remarks and instructed to expedite the development of the necessary regulatory acts and transfer powers.

At the end of the meeting, the Prime Minister outlined several key assignments: to strengthen interdepartmental cooperation and assign oversight to the relevant deputies, to ensure monitoring and reporting on the implementation of assignments, and to prioritize resource support for pilot projects on digitalization and debureaucratization.

The Prime Minister emphasized that debureaucratization remains a crucial direction of state policy and demanded prompt execution and concrete results within the established deadlines.
