In Kyrgyzstan, the sixth package of measures to reduce bureaucracy has been presented.

The sixth meeting of the Interagency Commission on the Debureaucratization of Public Service took place in Kyrgyzstan, chaired by the Prime Minister and Head of the Presidential Administration Adylbek Kasymaliev.

During the meeting, the interim results of the commission's work were discussed, and reports were heard from the Deputy Prime Minister, Minister of Justice, and Director of the National Institute of Strategic Initiatives (NISI) Ayaz Bayetov.

Since the signing of the relevant decree by President Sadyr Japarov, significant progress has been made in the area of debureaucratization. The Interagency Commission was established in March 2025, and the first package of measures, which includes 36 regulatory acts and 10 systemic assignments, was approved in February. Over the past eight months, six packages of measures have been developed to reduce administrative pressure on numerous processes through various departmental decisions and draft regulatory acts.

The meeting emphasized the successful optimization of administrative barriers, which includes a thorough analysis of regulatory acts and active involvement of business sector representatives in discussing and revising administrative procedures.

During the meeting, proposals that formed the sixth package of measures to reduce bureaucracy were also presented.

In particular, the Ministry of Digital Development and the National Statistical Committee presented the concept of a data-driven government aimed at using data for management decision-making. The Ministry of Economy proposed the principles of "zero-plus" and "zero bureaucracy" in the field of public services and is conducting an analysis of tax deductions to transition to a targeted approach. Additionally, a system of preventive consulting for businesses and a reform of online trade taxation are being initiated.

There was also a task set to consider the feasibility of reallocating compensation for medications in favor of pregnant women and children under six years old.

Departments were recommended to expand the functionality of ELQR QR payments, including the possibility of cash-out through ATMs.

Many initiatives and proposals put forward by government agencies were consolidated into the sixth package of measures, which received approval from the Interagency Commission. The goal of implementing this package is to further reduce excessive administrative procedures and eliminate duplicative requirements, as well as to strengthen the application of digital solutions and improve the orientation of public administration towards the needs of citizens and businesses.

In conclusion of the meeting, Adylbek Kasymaliev emphasized that the sixth package of measures symbolizes a transition to systemic changes in state governance. He noted that in the next phase, the main focus will be on the practical implementation of the adopted decisions, strict control over their execution, and achieving concrete results.

In summary, responsible government agencies were given assignments to implement the sixth package of measures within the established deadlines, emphasizing the personal responsibility of leaders for the final results.
