The sixth package of measures for debureaucratization has been reviewed by the Administration of the President of the Kyrgyz Republic.

At the meeting, the results of the Commission's work were summarized, and reports from representatives of various agencies were heard. Since the Commission's establishment in March 2025, the first package of measures was adopted in February, which includes 36 regulatory acts and 10 systemic assignments. Over the past eight months, six packages of solutions have been developed, which have reduced administrative pressure on numerous processes through a series of departmental decisions and projects.
The Commission noted significant successes in optimizing administrative barriers, including a comprehensive analysis of regulatory acts and active involvement of the business community in the discussion and revision of administrative procedures.
During the meeting, new proposals were also presented, which constituted the sixth package of measures for debureaucratization. For instance, the Ministry of Digital Development and the National Statistical Committee developed a concept for a data-driven government aimed at implementing data-based management decision-making practices.
The Ministry of Economy proposed the introduction of "zero-plus" and "zero bureaucracy" principles in the provision of public services, as well as conducted an analysis of tax deductions for transitioning to a targeted approach and automated calculation through the "Tündük" system. Additionally, it is proposed to implement a preventive consulting system for businesses and reform the taxation of online trading.
Another task was to study the feasibility of reallocating medication compensation in favor of pregnant women and children under six years old. It was also recommended to expand the functionality of QR payments ELQR for cash-out operations through ATMs.
All presented initiatives and proposals were consolidated into the sixth package of measures, which received approval from the members of the Interagency Commission. The main goal of this package is to further reduce excessive administrative procedures, eliminate duplicative requirements, expand digital solutions, and enhance the focus of public administration on the needs of citizens and businesses.
Concluding the meeting, Adylbek Kasymaliev emphasized that the sixth package of measures represents a transition to a systemic transformation of processes in public administration, rather than just point changes. He highlighted that in the next phase, the main focus will be on the practical implementation of the adopted decisions, strict control over their execution, and achieving specific results.
At the end of the meeting, relevant assignments were given to government agencies for the implementation of measures from the sixth package within the established deadlines, with an emphasis on the personal responsibility of leaders for the final results.
