Adylbek Kasymaliyev: The Crucial Stage of Debureaucratization Now Moves to the Regional Level

The meeting on the issues of debureaucratization of public administration was held under the chairmanship of Adylbek Kasymaliev, the head of the Cabinet of Ministers of Kyrgyzstan.

During the meeting, Kasymaliev highlighted key areas related to debureaucratization, including the provision of quality and accessible services to citizens, as well as the creation of more comfortable conditions for business.

According to him, a lot of work has been done in this direction by 2025. The debureaucratization process takes place in several stages. The first stage concerns central government bodies: procedures for citizens and businesses are simplified, inter-agency electronic interaction is established, and duplicative functions and excessive barriers are eliminated. The second stage will focus on the regions, where reforms are planned to improve management efficiency and reduce bureaucracy, which in turn will create better conditions for entrepreneurs.

Kasymaliev emphasized that the transition to the regional level is a decisive stage in the debureaucratization process. He noted that local government leaders will bear personal responsibility for the implementation of the assigned tasks. Among the tasks are the elimination of duplicative functions, reduction of decision-making timelines, and prompt resolution of issues on the ground.

Also, within the framework of the meeting, the need to eliminate bureaucratic barriers for businesses at the local level was highlighted. In particular, it is necessary to shorten the timelines for issuing permits, ensure the operation of the "Single Window" principle, and guarantee the transparency of inspections in accordance with the legislation.

"The state should act as a partner for business, not a controller. It is important to establish direct and open dialogue with entrepreneurs in each region," he noted.

Furthermore, Kasymaliev emphasized the need for the active implementation of digitalization as a key tool for debureaucratization, which should occur at both central and local levels.

The pilot project will involve:

— cities: Tokmok and Naryn;

— districts: Nookat, Batken, and Tyup;

— regions: Jalal-Abad and Talas.

At the meeting, reports on the progress of measures for debureaucratization aimed at optimizing the regulatory legal framework and simplifying administrative processes were also presented. Information was discussed regarding the need for coordination of actions between central and local government bodies to ensure the systematic and sustainable nature of the reforms.

As a result of the meeting, instructions were given to the heads of state and local government bodies.

In the future, the implementation of reforms will be carried out by the National Institute of Strategic Initiatives under the President of the Kyrgyz Republic in collaboration with the Ministry of Justice of Kyrgyzstan through systematic work with local authorities.
